Marketing and communication services to support total realisations of digital projects (Lot 1)

In addition to its internal competencies, Digitaal Vlaanderen wants to call on an external communication and marketing agency. The nature of our agency often obliges the marketing and communication team to realize large and small projects against tight deadlines. We are thinking, for example, of the CovidSafe website and application that was realized in two weeks' time and for which a communication campaign was provided.

In order to continue to deliver the same high quality for ad hoc projects and multidisciplinary total realizations in the future, we must be able to rely on a communication and marketing agency that knows Digital Flanders and our target groups through and through. Specifically, we are looking for a partner who can be engaged ad hoc for:

1. Publishing and promoting own projects, services, products and platforms.

2. Carrying out communication projects (launch communication, triggering to use) for digital transformation solutions of governments in collaboration with Digitaal Vlaanderen.

The communication support ranges from small-scale, isolated tasks to the conduct of extensive, integrated communication and media campaigns. Some subtasks for this are, for example:

• Developing marketing strategy

• Drawing up a communication plan

• Design creative concept

• Production and execution creative concept

• Copywriting

• Graphic design

• Multimediaproductie

• Publications

• Advertising

• Perscommunicatie

• E-mail marketing

1.1.3 Project solutions to support total realisations of digital projects (Lot 2)

The general purpose of this framework agreement is to choose a service provider that can support Digitaal Vlaanderen in the development of the Project Solutions service. This new service, founded in spring 2021, provides tailor-made project management and realization and is already being used to the maximum today.

The service provider will assist Digitaal Vlaanderen in, among other things, the further design and development of the Project Solutions service, in particular assisting in setting up a project organisation that enables an optimal exchange of knowledge and anchoring of best practices: between the projects themselves within the Flemish Government and local authorities, internally Digital Flanders, as well as with the suppliers of the ICT contracts and other stakeholders. The service provider will further assist in the management and management of large/complex digitisation/innovation projects and the coordination of all multidisciplinary aspects necessary for the realization of large and complex projects (technical, legal, ...)

For this assignment, Digitaal Vlaanderen wishes to work with service providers who can demonstrate that they have the necessary expert knowledge, experience and competences to support Digitaal Vlaanderen in this.

1.1.4 UX and information architecture services in support of digital projects (Lot 3)

In addition to its internal competences, Digitaal Vlaanderen wants to call on a service provider that can be engaged ad hoc and punctually for:

1. Developing the information architecture for projects, products and platforms, both functional and substantive architecture

2. Facilitating, executing and documenting service design processes, including design sprints, vision workshops, analysis of user data, ...

3. Drawing concepts (low fidelity) in the form of wireframes (UX)

4. Drawing high fidelity wireframes and designs (UI)

5. Developing click models and low-code prototypes

6. Collecting user input through user testing, remote surveys or in a lab setting

7. Advising and analysing accessibility and accessibility of the solution

8. Documenting and annotating the wireframes so that the desired behavior is described for development and testing.
