Description:
Bbz and Ioaz services

The purpose of the tender is to enter into an agreement with one contractor per lot for the contract 'Services in the context of the Bbz and the Ioaz'.

The present contract is divided into three (3) lots:

- Lot 1: secondment;

- Lot 2: viability studies;

- Lot 3: pre-start phase.

The parcel arrangement is applied to lot 3 (see descriptive document). The parcel scheme is not applied to lot 1 - secondment and lot 2 - viability studies. The contract is awarded on the basis of the most economically advantageous tender: best price-quality ratio (best PKV). All necessary information can be found in the lots created under this main tender, including the descriptive document of the contract. The Tenderer must upload all requested documents in the relevant lots.

Lot 1 - posting

Target

Give substance to the statutory task that the municipalities have under the Bbz 2004 and the Ioaz. Motivated and well-founded decisions must be made on behalf of the Board on Bbz or Ioaz applications. A positive decision means providing temporary financial support to the (former) self-employed person, in the form of a living allowance and / or an (interest-bearing) business loan, insofar as this is within the framework of the legislation and regulations of the Bbz and the Ioaz is possible. When a loan has been granted for business credit, this must be collected in accordance with laws and regulations, whereby the contractor ensures, or takes decisions where necessary, that this actually happens. If necessary, the contractor initiates recovery by the recovery employee of the ISD BW.

Target group Self-employed persons, established self-employed persons as well as older and terminating self-employed persons within the meaning of Article 2 (1) (a) to (d) Bbz with financial problems who submit a Bbz application for assistance and meet the formal criteria of the Bbz. Self-employed persons who submit an Ioaz application in connection with an upcoming company closure and meet the criteria of the Ioaz.

- provide content of information and information about the Bbz / de Ioaz to the client, authorities and citizens, mediate and / or refer where necessary;

- conducting an intake interview with potential Bbz / Ioaz customers;

- taking and checking Bbz / Ioaz applications;

Initiate and process / analyze an external Bbz viability advice. Note: conducting the viability study itself is not part of this lot.

- Review, report and have an application Bbz / Ioaz,

- Imposing a repair period (in accordance with the General Administrative Law Act) if the customer fails to present or provide information,

- Review, report and dispose of customer requests to change the payment of interest and repayment,

- To officially assess, report and have a decision on the extent to which a Bbz loan must be converted into free assistance,

- Picking up internal signals from the automatic collection system,

- Where necessary, initiate a recovery investigation from the employees to recover the ISD BW.

NB. This list should emphatically not be considered exhaustive. Lot 1 is described in more detail in Appendix 1 to the descriptive document.

Lot 2 - Viability Studies

Target

The viability study must determine whether it makes sense to support the self-employed person concerned. With a positive advice - with the exception of the terminating self-employed person - the company must be able to continue successfully by the self-employed person and the self-employed person must be able to repay the financial support from the municipality. This can prevent a company termination and inflow into the Participation Act or Ioaz.

Target audience

Starting self-employed persons, established self-employed persons, as well as older and ending self-employed persons within the meaning of Article 2 (1) (a) to (d) Bbz with financial problems who submit a Bbz application or an Ioaz application for assistance and comply with the formal criteria of the Bbz or the Ioaz.

Content of the assessment of Bbz or Ioaz applications for the viability and economic potential of the company. Provide advice on the necessary credit or other financial support, as well as on any guidance for the self-employed person, taking into account the statutory regulations and such that this provides a clear picture of the viability and market opportunities of the self-employed person.

The research contains not only a commercial and business analysis, but also an analysis of entrepreneurial capacities and the possibilities to improve them. Think, for example, of a lack of financial insight and financial skills, a lack of market and organizational insight or a lack of control over the company.

Viability studies outside the scope of the engagement

In principle, viability studies relating to companies in the agricultural sector do not form part of the contract (unless the contractor of lot 1 and the contractor of lot 2 agree otherwise, because specific knowledge is required for these studies.
