Description:

The assignment includes fire-protection management issues for road tunnels for the Middle Hålogaland Dept. of Highways.

A fire protection manager is designated as directed in the Regulations On Fire Prevention Measures And Supervision, Section 3.2. The Regional Road Director retains the formal responsibility for ensuring that tunnels comply with regulatory standards.

The Fire Protection Manager reports to the Tunnel Manager for the road department/region and, otherwise in line with the organizational location of the position.

The fire protection manager shall have knowledge of the following laws and regulations etc.:

— The Fire Protection Act;

— Regulations on Fire Prevention Measures and Inspection (FOBTOT);

— Internal Control Regulations;

— Public Road Administration's Hb 269 and 021;

— Fire-technical documentation requirements.

Furthermore, he or she should have knowledge of:

1. The Act Regarding Flammable Liquids and Gases Under Pressure.

2. Fire-protection regulations.

The fire protection manager shall further:

1. Ensure that inspections/inspections are conducted regularly and oversee the maintenance of fire safety installations, technical equipment, etc.

2. Ensure regular checks according to the in-house controls of the fire safety documentation.

3. Ensure that the tunnel's operation and organization is — at any given time — in accordance with Chapter 2 of the Regulations on Fire Prevention Measures and Supervision with Guidance.

4. Participate in fire inspections, be responsible for the correspondence with fire departments and draft orders given by the fire authorities.

5. Be responsible for planning, and conducting fire drills and reporting their results.

6. Ensure that all maintenance work and structural changes are carried out in accordance with the applicable laws and regulations as well as The Norwegian Public Roads Administration's internal requirements.

7. Have the authority to order the necessary work/material for fire and personal safety in the tunnel.

8. Ensure that fire instructions, escape plans and information signs, where such exist, are intact, updated and made known to all who work where fire is possible.

9. In consultation with the tunnel manager, update the fire safety documentation, and provide this during fire inspection.

The fire protection manager shall, in addition, take part in the Department's other work on contingency plans and emergency response exercises.
