The purpose of the procurement is to implement a comprehensive package of guidance services for passenger and goods transport for the client, which will manage various passenger transports arranged by the client for its social and health care customers, employees and other stakeholders, as well as goods transports according to the needs of the wellbeing services counties.

The transports of the users of the service are arranged with the vehicles and personnel of the transport service providers (hereinafter referred to as motorists) put out to tender by the client, who are controlled by the control centre. The services are mainly provided in the wellbeing services county area, its neighbouring municipalities and elsewhere in Uusimaa. Based on the procurement, the customer may also arrange transport services elsewhere in Finland if the needs of the service users so require and this is agreed upon.

The aim of the procurement is to find a service provider with overall responsibility to be responsible for the control centre service. An essential part of the service is a control system or a set of systems that manages order brokerage, route formation, optimisation of routes and combination, formation and monitoring of transport driver and customer billing data, and customer and driver feedback. In addition, the selected service provider is responsible for acting as the client's developer partner in the planning and implementation of comprehensive traffic in the area.

It is a comprehensive service that includes all the tasks and functionalities specified in the contract, as well as the use of the control system. The Supplier does not have the right to charge, for example, separate license or similar fees. The service includes a Finnish-language support service for the customer in accordance with the service level requirements.

The object of the procurement is described in more detail in the service description appendix to the invitation to tender.

The procurement procedure is an open procedure in accordance with the Act on Public Procurement and Concession Contracts. The contracting entities are the wellbeing services county of Central Uusimaa and the wellbeing services county of Eastern Uusimaa. The wellbeing services county of Central Uusimaa carries out a competitive tendering process and makes the decisions related to the tendering process and the procurement decision on behalf of both contracting entities. The wellbeing services county of Central Uusimaa will make a possible decision on the procurement adjustment on behalf of both contracting entities. Each contracting entity concludes its own procurement contract and is solely responsible for the contractual obligations towards the supplier.

The acquisition includes, as an option, the expansion of the control centre service as a whole and additional services to cover mobility services that are the responsibility of the municipality of Mäntsälä and Tuusula and the City of Hyvinkää, such as service line rides and other possible transports.

The contracting entity selects one partner with overall responsibility. A partial offer is not possible.

The Agreement shall enter into force when it has been signed by both parties. The agreement is valid for a fixed period of four (4) years. At the end of the fixed-term contract period, the contract will continue until further notice with nine (9) months' notice.

The estimated value of procurement, excluding VAT, calculated in accordance with the Act on Public Procurement and Concession Contracts, is approximately EUR 3.5 million. The estimated values per contracting entity are EUR 2,500,000 for the wellbeing services county of Central Uusimaa and EUR 1,000,000 for the wellbeing services county of Eastern Uusimaa.
