Description:
"Collection and management of municipal waste from inhabited properties, establishment and operation of the Selective Municipal Waste Collection Point (PSZOK) and waste management provides

"Collection and management of municipal waste from inhabited properties, creation and operation of a Selective Municipal Waste Collection Point (PSZOK) and management of waste delivered to PSZOK, from the area of the City of Biłgoraj from January 1, 2023 to December 31, 2023."

1. The scope of the contract includes:

1) receipt of unsegregated (mixed) municipal waste from residential property owners,

2) receipt of selectively collected municipal waste from residential property owners:

(a) metals and plastics, including multi-aerial packaging;

(b) paper and cardboard;

(c) glass;

(d) biowaste;

e) ash.

3) the collection and development of the following municipal waste provided by residents to the Selective Collection Point of Municipal Waste (PSZOK),

(a) paper,

(b) metals,

(c) plastics,

d) glass,

e) multi-material packaging waste,

(f) biowaste,

(g) hazardous waste (excluding waste containing asbestos),

(h) expired medicines and chemicals,

(i) waste not eligible for household medical waste due to intake of medicinal products by injection and monitoring of blood levels, in particular needles and syringes,

(j) used batteries and batteries,

(k) used electrical and electronic equipment,

(l) furniture and other large-sized waste,

(l) worn tyres,

m) clothing and textiles,

(n) wood,

(o) ashes from house hearths,

p) construction and demolition waste including polystyrene.

4) establishment and operation of a Selective Municipal Waste Collection Point (PSZOK) in the City of Biłgoraj, reception, collection and management of municipal waste provided by residents or property managers. PSZOK will be a place of collection and temporary storage. Waste collected in PSZOK will be transferred to a waste recovery or disposal facility in accordance with the hierarchy of waste management methods referred to in Article 17 of the Waste Act of 14 December 2012 (Journal of Laws of 2022, item 699).

5) organising on the territory of the city of Biłgoraj a travelling collection of large-sized waste, metals, used electrical and electronic equipment, used tyres from cars, clothing and textiles, chemicals and packaging after chemicals, motor oils, food fats, wood, twice in a year. Waste collected during travelling collection should be treated as selectively collected municipal waste.

6) Establishment and operation in the City of Biłgoraj, from Monday to Friday from 7.00 to 15.00, of the Residents Service Office, which will receive complaints from residents, issue bags for selective waste collection and conduct information and educational activities (information and educational leaflets, stickers for containers, distribution of the waste disposal schedule).

2. The service shall also include:

1) Equipment of multi-family residential property with containers intended for selective collection of municipal waste:

(a) paper,

(b) metal and plastics,

(c) ash.

(d) glass,

(e) biowaste

2) Equipment of single-family property owners on which residents reside with waste bags for selective collection of municipal waste:

(a) paper,

(b) metal and plastics,

(c) ash.

3) Equipment of single-family property owners on which residents reside with containers for selective collection of municipal waste:

(a) glass,

(b) biowaste.

4) containers and bags intended for the collection of segregated waste should have a colour scheme and a print containing information on their intended purpose in accordance with the Regulation of the Minister of Climate and Environment of 10 May 2021 on how to selectively collect selected waste fractions (Journal of Laws of 2021, item 906),

5) maintenance of containers for glass and bio-waste in an appropriate sanitary, orderly and technical condition on single-family properties and maintenance in an appropriate sanitary and order condition of waste collection places in the event of its contamination resulting from overcrowding of containers at building properties ............
