2.1 Performance advertised

One of the tasks of the NVBW is therefore to monitor the implementation of the regional rail transport contracts of the state of Baden-Württemberg. There are currently about 35 transport contracts. The transport contracts contain the specific performance parameters at the respective contractual conditions with the respective railway undertaking (RU). On the basis of these contracts, the RU provides the respective transport service. In order to determine the monetary entitlement of the RU, however, it is not only the regional passenger transport service actually provided that is decisive, but also the quality of the service. In all transport contracts concluded and to be concluded in the future, a review of the quality by the NVBW has therefore been agreed. The Quality Measurement System (QMS) verifies compliance with the contractually stipulated quality criteria. These criteria are collected/recorded and reviewed with regard to the requirements set out in the modes of transport.

The quality measurement system essentially consists of two components: a database and the implementation of the surveys/recordings by means of on-site personnel. Within the framework of this tender, the development, operation and further development of a quality database software system for regional rail transport in Baden-Württemberg will be awarded.

The quality criteria, which are laid down in the transport contracts, should be managed via a quality management database including an evaluation tool and their fulfilment analysed. Planned (further) developments in the area of quality management due to digitalization and other parallel developments at the client are foreseeable. Therefore, the service tendered here is not completed with the handover of database software to the client. Since some of the technical requirements with regard to necessary further developments of the system cannot be definitively described by the publication of this call for proposals, further development in the coming years is an important part of this tender.
