The city of Schwarzheide intends to establish an innovative learning and training centre, the "Lusatia High Performance Centre". Within the framework of this award procedure, a general contractor for the performance centre is to be found, which, in addition to the planning

and construction services for the turnkey and functional construction and handover of the finished contract object suitable for ready-to-move commissioning, maintenance services are transferred within the scope of an extended warranty. An extended warranty of a total of 10 years for KG 300 (construction

construction) and an extended warranty of a total of 5 years for KG 400 (technical systems).

The establishment of the educational institution is aimed at training highly qualified skilled workers and securing skilled workers, especially in regional focus sectors, the so-called STEM professions. These include metal technology, electrical engineering, information technology and chemistry.

Users of the educational institution will therefore be trainees, people who have already completed their training and pupils. The total capacity of the educational institution is to be designed for about 400 trainees and retrainees, 150 students (vocational preparation) and 130 other people in the field of further education and training, as well as about 60 other trainers or administrative employees. The gross floor area of the building should be approx. 12,700 m² and the usable area approx. 9,400 m². The location for the project is a planned building plot in the city of Schwarzheide with a total size of approx. 37,739m².

State-of-the-art technologies are to be used in the high-performance center and digitization is to be given a high priority. In this way, the educational institution should stand out from the educational institutions of a similar nature already existing in the region. The Lusatia High Performance Centre is intended to serve as a "lighthouse project" for structural development; its success and its outstanding realization are of great importance for the city of Schwarzheide and its development as an industrial and commercial location.

The project is to be funded in accordance with the "Guideline for the Implementation of Financial Assistance of the Structural Strengthening Act for the Part Investment Act Coal Region - Structural Development Lusatia" of the State of Brandenburg. The application for funding was submitted to the Investment Bank of the State of Brandenburg in April 2021. The project can only be realized if the funding procedure is approved and thus the full financing of the project is secured.

The educational institution will be operated by an experienced and reliable contractual partner of the city of Schwarzheide, which takes into account the aforementioned importance of this project. These are the operating consortium TÜV Rheinland Akademie and TÜV Rheinland Immobilien, which will jointly provide the building-related and education-related operating services for a period of 20 years.

Construction is scheduled to begin in mid-March 2025 at the latest, the commissioning process/adjustment with the operator for the period from February to July 2027 and the start of educational operations from 01.08.2027.

The city of Schwarzheide intends to commission a total contractor for the turnkey and functional construction and handover of the fully manufactured contract object suitable for ready-to-move commissioning as well as for the transfer of an extended warranty (10 years for KG 300 and 5 years for KG 400).

The decision on the application for funding can therefore only be expected at the end of the award procedure for the total contractor. Until then, it is not clear whether the project can be realized. If the subsidies are not available or are not available in sufficient amounts,
