The framework agreement is broken down into three lots:
Lot 1: preliminary studies, guide plan, environmental strategy, additional studies.
Lot 2: operational set-up, financial and fiscal engineering.
Lots 1 and 2 are awarded according to a restricted tendering procedure in application of the provisions of articles L. 2124-1, L. 2124-2 and R. 2161-6 to R. 2161-11 of the code of public procurement.
Lot 3: definition and implementation of the consultation strategy. Lot 3 is awarded according to an open call for tenders procedure in application of the provisions of Articles L. 2124-1, L. 2124-2 and R. 2161-1 to R. 2161-5 of the Order Code. public. Lot 3 is therefore the subject of a separate consultation.

Lot 1 is awarded according to a restricted tender procedure and is concluded without a minimum amount and without a maximum amount. As an indication, the estimated amount of the needs for the initial period of one year of this framework agreement is 525,000 EUR excluding tax. This is a framework agreement subject to the provisions of Articles R. 2162-1 to R. 2162-14 of the Public Order Code. It is multi-beneficiary. The number of economic operators is a maximum of three, subject to a sufficient number of candidates and tenders. Its purpose is to define the terms governing subsequent contracts to be awarded during the period of validity thereof.

As an indication, the estimated amount of the needs for the initial period of one year of this framework agreement is 200,000 EUR excluding VAT. This is a framework agreement subject to the provisions of Articles R. 2162-1 to R. 2162-14 of the Public Order Code. It is multi-beneficiary. The number of economic operators is at most two, subject to a sufficient number of candidates and tenders. Its purpose is to define the terms governing subsequent contracts to be awarded during the period of validity thereof.
