Based on this framework agreement, the North Savo ELY Centre commissions expert tasks in road planning and planning in the operating area of the North Savo ELY Centre (regions of South Savo, North Savo and North Karelia). The work packages are listed in more detail in the tender documents.
During the validity of the framework agreement, in addition to the North Savo ELY Centre, the regional councils of the North Savo ELY Centre area (Regional Council of North Savo, Regional Council of North Karelia and Regional Council of South Savo) may be financiers or co-financiers of individual assignments. municipalities and enterprises in the region of the provinces. This framework agreement may also be used by the organisation of the Eastern Supply Area.
On the basis of this framework contract, the Client commissions the framework contract suppliers to carry out various planning of road investment and improvement projects for all stages of the plan. The planning may include the preparation of level crossing plans. The main stages of phased design are:
• preliminary planning (regional, interconnection and individual road sites);

• general planning (general plans in accordance with the Highway Act, area reservation plans, action plans)
• road planning (road plans in accordance with the Highway Act,

• building design (building plans serving the implementation phase, renovation plans for roads and individual sites)
Tasks related to the administrative processing of road project plans and decision-making are included in the arrangement.
The framework contract mainly covers the following technical areas and tasks in the design of road projects (not an exhaustive list):
• Science Engineering
• traffic engineering
• geotechnical design
• Geometric design
• design of road structures, including the design of projects to improve the maintenance of the road network;
• drainage design (including electrical design of pumping stations)
• Traffic control design
• road lighting design with electrical design (including possible lighting of the environment and other objects)

• noise calculations
• design of noise protection (noise barriers, noise barriers, etc.)
• design of structures, equipment and equipment (e.g. fences, road railings, game fences, retaining walls, etc.)
• Street engineering design
• track design related to the removal of level crossings

The framework agreement also includes programming, work planning and supervision of soil surveys, surveys and field measurements (terrain models).
The general, road and construction planning of road projects is carried out in accordance with the current guidelines of the Finnish Transport Infrastructure Agency. As a rule, the design is based on BIM.
In addition, this framework agreement can be used to commission separate tasks related to road design and expert tasks related to road maintenance, such as:
• road maintenance programming tasks (project cards, etc.)
• preparatory tasks for changes in the administrative category of the road network;
• research and development tasks
• Environmental reports and follow-up measurements related to the operations of the L-responsibility area
• other non-specified expert services (cost estimates, expert opinions, risk surveys and analyses, etc.);
The total amount of work to be commissioned under the framework agreement is estimated to be EUR 1,500,000–5,000,000 (VAT 0%) during the framework agreement. The funding used for the framework agreement is determined on the basis of the funding granted annually by the state to the North Savo Centre for Economic Development, Transport and the Environment.
