The 4 clients intend to fulfil their role as a provider of the emergency service in the best possible way in the future in relation to the intensive transport services (§ 2 II 2 RetG NRW) as a sponsoring community and for this purpose a non-profit organisation or association within the meaning of § 107 I No. 4 GWB pursuant to § 13 I reTTG NRW for 4 years to hire. The City of Münster (hereinafter referred to as the client) shall carry out the selection process as the future core carrier of the sponsoring association. The delegate will become an administrative assistant. The selection of the future representative will take place in a transparent administrative (one-stage) selection procedure with the publication of the intention to conclude the contract. The client shall make use of the scope exemption in accordance with § 107 I No. 4 GWB. There is no right to comply with the provisions of (EU) public procurement law, which are not the basis of this procedure, including the GWB and the VGV.
On the basis of the commissioning, the provision of intensive transport services is to be transferred to a suitable non-profit organization or association in accordance with § 13 I, II to V. in North Rhine-Westphalia for 4 years against a lump sum remuneration. The future contracting party shall provide the non-medical and medical personnel necessary for the execution of the order, the ITW in accordance with DIN EN 1789 and DIN 75076 and a company location in the city of Münster and shall carry out the operations assigned by the control centre of the client and future core carrier in the entire territory of the the future sponsoring community. The ITW must not be older than 6 years at the time of the submission deadline. The range of owning is: 7 days a week, 365 days a year, 8:00 to 20:00. During the agreed operating times, the client may also use the vehicle and personnel to carry out emergency operations on a case-by-case basis or temporarily move it to another location in standby rooms in the area of responsibility or districts.
