The object of the procurement is expert services related to the procurement process of a cooperative construction project. The procurement is related to the definition of the procurement entity formed by Vantaa Tramway alliance partners together with the client and stakeholders, for example. HSY, as well as preparations for the procurement of alliance partners, for example. drawing up tendering documents.
Vantaa Tram documents and reports are prepared in Finnish. Vantaa Tram events and meetings are organised in Finnish.
In this tendering process, two (2) Suppliers will be selected in order of priority. The Client orders work primarily from the primary Supplier. If the primary Supplier is unable to allocate the necessary resources within the required timeframe to provide the service, the service will be ordered from the secondary Supplier. If the trust and mutual understanding required by the alliance work is not established between the Contracting entity and the Supplier, the Contracting entity may deviate from the order of priority. The Client will acquire the subtasks presented in Appendix 2 Task Specification as separate assignments. If the Customer considers the offer price to be unreasonably high in relation to the sub-task, the Contracting entity may deviate from the order of priority.
The Contracting entity also has the right to deviate from the order of priority or procure services from a third party if the Supplier has acted or will act as the Provider's consultant in the competitive tendering of the Contracting entity's cooperative construction project and the Supplier cannot reasonably eliminate any conflict of interest that may arise.

The assignment includes approximately 19 km of double-track tramway, several bridges and a tunnel under the Tikkurila railway yard. In addition, the project includes roads, streets and pedestrian and cycling routes, as well as related wire transfers. The project involves cooperation with, for example, the Finnish Transport Infrastructure Agency, Finavia and several companies. The tramway is scheduled to be built between 2024 and 2028.
The goal of the procurement is to prepare the procurement of alliances and to implement two project alliances. The Customer strives for the selected Suppliers to be reliable, cooperative and punctual contractual partners.
Achieving the goals set for the work requires confidential cooperation between the parties and continuous development of operations during the agreement period. The Supplier undertakes to cooperate with any other suppliers providing services to the Contracting entity so that the services as a whole function as efficiently, flexibly and without interruption as possible from the Contracting entity's point of view.
The consultancy service in accordance with this tendering process will be procured for a period of five years, the period is estimated to be 12/2023 - 11/2028. The time interval will be specified when the procurement decision has been processed in accordance with laws and regulations. The Customer reserves the possibility to extend the contract with two (2) one (1) year options.
