The client intends to rebuild the house located on the site of the Cologne Mülheim Municipal Senior and Disabled Centre 2. The existing building, which was recently used as a nursing home and currently vacant, is to be rebuilt and partially renovated in addition to the associated extension. It is planned to convert into a residential building for people with disabilities and nursing students.
As the building will be visited by people with disabilities in the future, it must be accessible to barrier-free use.
4 wheelchair-accessible apartments are planned for the ground floor in accordance with DIN 18040 part 2, while further, barrier-free residential units in accordance with DIN 18040 are planned for the upper floors. The housing units for nursing students are distributed on all floors with a residential unit. The basement rooms, a heating/technology room, the waste room and a washing and drying room are planned in the basement. A children's playground, 20 bicycle parking spaces and a total of 10 car parking spaces are also planned to be built or supplemented on the premises next to the existing house access.
The object of the contract is property planning services for buildings and interiors as well as open facilities for this project. Property planning up to performance phase 4 is already in place. At the beginning of service phase 5, a change of the object planner is intended. The approval planning already in place is attached to the SOW together with other documents. For the aforementioned project, this procurement procedure includes the property planning services for the building and interior performance diagram of service phases 5 to 9 and all service phases for the project object planning outdoor facilities, whereby a phased commissioning is provided (see Section II.2.11).
The award includes property planning for buildings and interiors in accordance with part 3 section 1 of the HOAI as well as the open-air systems performance picture in accordance with part 3 section 2 of HOAI for the building project “Renovation Cologne-Mühlheim Haus 2" described in more detail in section II.1.4). A phased commissioning is planned (see Section II.2.11 for more details).
Based on the previous planning, the contractor must prepare the required execution planning together with the commissioned specialist planners taking into account the requirements of the building permit. The specifications for the required tenders must then be written or in parallel. During the execution phase, the contractor, together with the commissioned specialist planners, is responsible for complete object monitoring and technical acceptance of the construction services provided.
