The aim of this call for proposals is to:

- to replace the existing, no longer offered, e-mail routing and security solution,

- to procure a state-of-the-art, flexible, highly available, powerful solution for e-mail routing and protection against SPAM and malware,

- to receive support during the initial implementation and in operation as support,

- to enable the LDI to operate the solution in its own rooms and also

- promote the country's digital sovereignty.

On behalf of the federal state of Rhineland-Palatinate, the LDI operates a state-wide network of authorities (rlp network) with central connections to the Internet. A sub-task is the provision of mail routing and security services. For this purpose, the LDI now operates several e-mail gateways with e-mail security functions, which serve as an interface between the individual networks of the state of Rhineland-Palatinate and the Internet. In addition to the routing of messages, additional security functions such as the detection, marking and, if necessary, separate handling of SPAM messages as well as the identification and handling of malware are offered.

With a mediated volume of up to one million e-mail messages per day and an individual transmission and handling of messages for each state administration and authority as required, the e-mail routing and security infrastructure forms the central backbone of electronic communication in an increasingly digitized administration.

For the future e-mail routing and security solution, a solution approach using suitable and purposefully orchestrated open-source software components as an alternative to proprietary products is expressly desired.
