Tender Youth, residential segment - municipalities in the Central Limburg region

The municipalities in the youth regions of Central Limburg East and Central Limburg West are working on this tender. The municipality of Weert acts as the initiator (mandated municipality) for the seven municipalities in the youth regions, being Echt-Susteren, Leudal, Maasgouw, Nederweert, Roerdalen, Roermond and Weert.

The assignment is divided into four lots. A framework agreement will be concluded with several providers per municipality, per plot.

- Lot A. Foster care and family homes (max two providers),

- Plot B. Small-scale residential group (four providers),

- Lot C. Independent living training (two providers),

- Lot D. Lodging (four providers).

Lot A. Foster care and family homes

Foster Care and Family Homes

Development objectives for this lot.

Expansion of the number of foster families and family homes. We observe a shortage in these family-oriented forms of housing. As a result of this shortage, it can happen that a juvenile is placed in a living group. A living-living group is specifically intended for young people who do not fit into family-oriented living arrangements; More focus on part-time foster care and family homes.

More innovative forms of foster families and family homes.

The range can be expanded with the development of innovative forms of foster families and family homes.

Number of providers

A maximum of two (2) providers are contracted in this lot.

Plot B. Small-scale residential group

Within a living group, a fixed group of young people who cannot function sufficiently in a family setting are supervised. The juveniles have a light to heavy demand for upbringing or help. There is a multiple question from the young person, their family and / or the environment. There are questions in various areas of life. The juvenile is not always open to support and the ability to learn may be limited. The youth goes to school or daytime activities; housing is aimed at working towards independent living or returning to a family system.

There is also a group of young people who are temporarily or partially unable to live at home and therefore live in a residential group temporarily or part of the week.

Development objectives for this lot

In the current situation we are going to expand the range for the LVB / VG target group. Future demand can lead to a change in the necessary supply.

Because we strive for "as at home as possible", the living-living groups are small-scale with a maximum of six young people.

Four (4) providers are contracted for this lot.

Lot C. Independent living training

Independent living training is intended for young people who can make the step to independence if they receive guidance for this. Guidance is provided in the field of material factors such as housing, education, work and finances. In addition, they need help in establishing good relationships and building a network. The juvenile can no longer live at home for various reasons, child and / or parent-related problems. In the independent living training, the youth receives training and guidance to live as independently as possible and to participate in society as much as possible.

Development objective for this lot

It is a residential facility, preferably in the neighborhood. The aim is to create a sufficiently suitable offer to prepare young people for the development of independence. Independent living training is exclusively a full-time housing product.

Number of providers

Two (2) providers are contracted for this lot.

Lot D. Staying

When (foster) parents and carers are overburdened, they can be temporarily relieved of their parenting responsibility in the form of lodging, a form of respite care. This respite care concerns the possibility for the juvenile to stay somewhere else for a short period (e.g. a weekend), where supervision is offered and where the necessary support is offered, so that (foster) parents or carers are temporarily relieved and some time for have themselves and each other, with the aim of being able to bear the parenting responsibility again afterwards. In addition to accommodation, ambulant guidance is also used to increase the capacity. This makes staying overnight unnecessary.

Development objective for this lot:

It concerns a short and temporary stay. The ultimate goal is to function on your own again. The youth care provider and / or the CJG-ML works with parents or carers towards the situation that, after the respite care period, they themselves are again able to provide care and / or use respite care in the immediate vicinity.
