1. History and planning occasion

The Kornmarkt was last fundamentally renovated at the end of the 1970s in terms of civil engineering and design. Over the past forty years, the requirements for the central inner-city square have changed. The retail trade located around the square has been under increasing pressure since the turn of the millennium. However, other topics such as the creation of an attractive urban place to stay become all the more important. This goes hand in hand with the need to create microclimatically pleasant conditions. The paving from 1978 testifies to the heavy use of past decades and today has considerable material weaknesses. The safe walkability of the surface is increasingly a significant problem. The seating furniture and the water feature are in need of renewal.

The tree population sometimes shows serious damage and must also be questioned with regard to sustainable site conditions. At the same time, a large part of the civil engineering infrastructure and the technical supply for markets and events must be renewed. Especially for the local population, but not least due to the development of tourism as well as for the long-term strengthening and optimization of the supply area, the quality of the future square is of outstanding importance. Today's deficiencies in terms of usability, functionality and quality of stay, but also from the point of view of monument regulations, require the fundamental redesign of the Osteroder Kornmarkt and Marientorstraße.

2. Basics

The city of Osterode plans to redesign the entire area of the pedestrian zone in the coming years and to implement priorities in various projects. The basis of this tender is the planning for the area Kornmarkt and Marientorstraße.

As part of a design competition, the landscape architecture office TGP was commissioned to redesign the square "Kornmarkt" and the adjacent Marientorstraße, taking into account the history of the square and the monument protection. The design planning (outdoor facilities) for this is the basis for further planning (traffic facilities / civil engineering structures) and is used as the basis for this tender. In the first step, a review of the design planning (present outdoor facility planning) is to be carried out with regard to the required execution planning of the traffic facilities. in particular, the structural feasibility, not only the feasibility, but also the special construction method should be examined, whether this can be regarded as sufficiently dimensioned and sustainable. If necessary, the cost calculation must be supplemented and adjusted. For this reason, the performance phase 3 of the traffic facilities is requested. A monument law agreement has been made with the responsible authorities and the design is currently being examined and released by the monument protection authority.

In addition, in the course of the execution of the planning, the existing sewage and rainwater pipes as well as the house connections are to be rehabilitated, if necessary replaced. The civil engineering infrastructure as well as the technical supply must be renewed. A cost estimate is available for the wastewater disposal plants.

As part of the further planning, all other planning services for the redesign of the Kornmarkt, including the equipment, are classified as traffic facilities. Excluded are the planning services of the civil engineering structures concerning the sewage pipes.

For budgetary reasons, initially only the redesign of Marientorstraße (2nd construction phase) is commissioned. The commissioning of the redesign of the Kornmarkt (1st construction phase) is optional.

The total costs for the redesign are estimated at around EUR 4.3 million (gross), of which around EUR 3.5 million (gross) is attributable to the Kornmarkt (1st construction phase) and around EUR 850,000 (gross) to Marienstraße.

Implementation planned for 2023.

The subject of the order is the services and performance of the HOAI for the following planning services to a general planner:

- Object planning for traffic facilities according to §§ 45 ff. HOAI, work phases 3 (partially), 5 to 9 for Marientorstraße (2nd construction phase)

- optional: Object planning for traffic facilities according to §§ 45 ff. HOAI, work phases 3 (partially), 5 to 9 for the square Kornmarkt (1st construction phase)

- Object planning for civil engineering structures according to §§ 41 ff. HOAI, work phases 3, 5 to 9 for Marientorstraße (2nd construction phase)

- optional: Object planning for civil engineering structures according to §§ 41 ff. HOAI, work phases 3, 5 to 9 for the square Kornmarkt (1st construction phase)

as well as in particular the following special/additional services:

- Local construction supervision in the sense of close construction supervision in the sense of a daily presence on the construction site during the entire construction period

- Surveying during planning in accordance with Annex 1.4.2 ff. to the HOAI 2021, work phases 1 to 4 (if necessary)

- Construction surveying according to Annex 1.4.5 ff. to the HOAI 2021, work phases 1 to 5

- Geotechnics/soil surveys

The client initially commissions only the work phases 3 (partially), 5 to 7 according to HOAI for the planning services of the 2nd construction phase (Marientorstraße) and reserves the right to continue to commission the further work phases as well as the 1st construction phase (Kornmarkt square) individually or as a whole. There is no entitlement to further commissioning, nor can other contractual obligations arise for the client. In the event of a call-off, the contractor is obliged to provide the services, if applicable. also in stages or individually or as a whole.
