The target of the procurement is to acquire a database that provides specific services for Foreign Direct Investment (FDI) Screening purposes in particular for finding, searching, and comparing information of private companies as well as other entities from globally available sources to the widest extent. In addition, the service provider should be able to filter the requested information conveniently for the aforementioned FDI Screening purposes and any other specific needs of the Finnish authorities. The search history including searches done by the authorities shall be kept not only confidential but also anonymous.

The data acquired would be based on companies and other entities’ constantly updated data deriving from a wide range of globally available sources that collect data and other information in relation to ownership structures as well as business registers.

Furthermore, the acquired database needs to link and compile various information regarding ownership chains, structures, global corporate relations, and information about the company’s possible connections to political bodies or sanctions lists. Availability of the critical information such as the above mentioned or any other critical information concerning a company is considered an asset for the database.

A general requirement for the database is to provide a holistic and reliable picture of a company including their real ownership chains on a global scale. Additionally, the service provider ideally meets all of the requirements set by the FDI Screening process as stated in the FDI Screening Regulation by the EU. The links between Global Ownership information, any other company date related to M&A activities, PEP’s, patents, and other relevant ownership information should be visible and conveniently available within the service.

The aim of the procurement is to provide a platform for all the organizations. The needs of the organizations vary thus some of them will need more optional functions within the platform. The exact content and of platform and the above-mentioned optional functions shall be determined later in the procurement process.

In the case that the service provided develops further services related to the database during the contract period, these shall be available to the contract parties without a new procurement process.
