Regular plant operation may only be carried out by technically qualified personnel of the plant manager himself. Professionally qualified subcontractors can be used for maintenance, care or repair work under the management of the plant manager. On-call services are only to be secured by the operations manager's operating staff. Due to the extensive plant inventory and the high commercial density, the client requires the maintenance of a minimum local presence, so that the operator can assure the following minimum availability for use at the main performance location in the event of an award: Deployment of up to 3 local, knowledgeable and expert employees of the “Technical Operations Management” division from his workforce within 45 minutes, deployed 1 local, technical and expert engineer specializing in urban water management/process engineering (or comparable) and a decision-making representative of the management within 2 hours to the job site, permanent Providing a service vehicle for immediate use at the main performance site with appropriate tools, equipment and safety technology, use a high-pressure suction and rinsing vehicle from its own stock or a subcontractor to the job site within 45 minutes; use of an emergency generator to operate a Main pumping station within 60 minutes; deploying an additional operational unit (personnel and technology) of the bidder or a subcontractor to perform civil engineering services (e.g. repairing a sewer pipe entry) within 6 hours and deploying an operational unit (personnel and technology) of the Bidder or a subcontractor to identify and eliminate faults in the EMSR technology within 4 hours. The bidder must be able to provide a water protection officer and an occupational safety specialist in accordance with sections 5-11 ASiG in accordance with section 22 SGBVII and sections 19 and 20 BGV A1 as required throughout the contract period. If necessary, the bidder must ensure the availability of an electrical specialist with the ability to test explosion protection (DGUV regulation 3 — Electrical systems and equipment in conjunction with §§ 2 (7) and 15 BetrSichV) during core hours from 9.00 am to 3.00 pm at the job site during the entire contract period if required.
