Procurement of electronic medication support

Sandnes, Bjerkreim, Bokn, Eigersund, Etne, Gjesdal, Haugesund, Hjelmeland, Hå, Karmøy, Klepp, Kvitsøy (option to join), Lund, Randaberg, Sauda, Sokndal, Sola, Stavanger, Strand, Suldal, Sveio, Time, Tysvær and Vindafjord Municipalities, hereafter called the contracting authority/customer, invite tenderers to a contest for a contract for the delivery of electronic medication support.

The contracting authority currently uses electronic medication support as assistance for some of the inhabitants that need this. The contracting authority sees that the equipment has had a positive contribution both for users of the equipment and the contracting authority's employees. The contracting authority would therefore like to continue and expand the use of electronic medication support. The current contract will expire soon, and therefore the contracting authority needs to procure a new contract for this.

In order to meet these different needs, the procurement of electronic medication support is split into 2 sub-contests. See the tender documentation and annexes for further information.


Procurement of electronic medication support - standard electronic multi dose and medicine dispenser.

The contracting authority has a broad spectrum of potential users of the contract, and the need and areas of use for dispensers will increase. The current user groups cover, amongst other things, the following needs:

- Persons who need reminders to take the right medicine at the right time

- Persons with 'complex' medication (different medicines at different times)

- Medicinal treatments that are vulnerable to time variances

- Persons who do not feel that they are capable of following-up their medication themselves

- Persons with early or minor cognitive deficiencies.

- Persons with dependency problems

There is, therefore, a need for a portfolio of different types of electronic multi dose dispensers (EMD) and medicine dispensers that meet different user needs.

In order to meet these different needs, the procurement of electronic medication support is split into 2 sub-contests. A contract will be signed for EMD and medicine dispensers with the accompanying administration system within each sub-contract. Each sub-contract will be evaluated individually.

Tenderers must clearly state which sub-contracts their tender is for.

Sub-contract 1 - standard electronic multidose and medicine dispenser

• Variant 1A – Standard EMD: Standard electronic multi dose dispensers with the accompanying administration system that has functionality to cover general needs connected to medication support. The dispenser must be light and portable.

• Variant 1B – Medicine dispenser: Simple system for medication support for reminder purposes without being dependent on a multi dose bag. Must be light and portable, and must be connected to the same administration system as variant 1A. It must be possible to use the dispenser on its now, or in addition to the dispenser in 1A.

In the contract period it will be up to each individual participating municipality to assess which dispensers will be used for each recipient of medication support. This assessment will be based on several factors, including the user's needs, continuity need, factors such as portability and security, and finances.

Sub-contract 2 - strengthened electronic multi dose and medication dispensers

• Variant 2A – Strengthened EMD: Multidose dispenser with the accompanying administration system that covers the need for a more robust and secure EMD than the standard EMD in 1A. This means that it must tolerate rougher use and be better protected from break-ins.

• Variant 2B – Medicine dispenser: There is also a need for a simpler system for medication support for reminders without being dependent on a multi dose bag, which fulfils the mobility and flexibility requirements. The dispenser must be connected to the same administration system as variant 2A.

In the contract period it will be up to each individual participating municipality to assess which dispensers will be used for each recipient of medication support. This assessment will be based on several factors, including the user's needs, continuity need, factors such as portability and security, and finances.
