This contract concerns a complete project author's mission. The "grey blocks" social housing renovation project aims to completely renovate the building envelope, refresh the interior of the housing (superficial renovation) and improve their energy performance. One of the major challenges of the future development of unbuilt spaces will be to allow a reappropriation of outdoor spaces by the inhabitants of the site but also of the district, while maintaining their vegetal and landscape character.
This is a construction site on an occupied site. The organization and/or phasing of the site must be able to guarantee the safety of the tenants and the viability of the occupied dwellings.
3.2. CONTENT OF THE CONTRACT
3.2.1. Services included in the mission
The contract includes (for a detailed description, see Part D):
For the duration of the study/mission:
• The presentation and defense of the project before the Support Committee, the college of Mayors and aldermen, local residents, the consultation commission, etc.;
• Preparation and active participation in participatory committees (residents, experts, ...)
• The preparation of draft minutes of meetings in which the successful bidder participates;
• The coordination of the services of project author, any additional services, as well as the services provided by the MO or by one of its representatives;
• Control of the schedule and budget throughout the mission.
This contract concerns a complete project author's mission.
The mission consists of the following phases:
- Preliminary studies (including heritage, historical and technical-material studies);
- succinct preliminary draft;
- final preliminary draft;
- regulatory file(s) (single permit);
- final project studies;
- tendering file(s);
- assistance in the analysis of offers;
- assistance in the direction of the works;
- collaboration in the control of the final statement and control of as-Built plans;
- collaboration at receptions;
- communication.
All the services related to this contract are described in Part D – technical clauses and include both the classic services of a complete project author's mission and certain additional services, among others:
* study of the presence of asbestos (including the revision of existing asbestos inventories);
* the development of a building information model (BIM);
* services relating to the regulations relating to the energy performance and indoor climate of buildings (EPB) in force in the Brussels-Capital Region, including EPB Heating;
* carrying out an energy audit;
* the fire safety study;
* the reuse inventory and its follow-up (if it does not yet exist);
* the pre-demolition inventory and its follow-up;
* the establishment of a sustainability plan;
* the establishment of a management and maintenance plan;
* acoustic and vibrational study;
* the heritage study;
* the study of the phytosanitary status, biodiversity and ecological situation of the site;
* the establishment of a phasing and a quality plan with a methodology specific to the occupied sites;
* The control and possible updating of the topographic surveys provided;
* the landscape study;
* the participation process;
* the translations of certain documents and plans into the language FR/NL other than that of the quotation.
Regarding the participatory process:
The design office must also, throughout the project, support the contracting authority in its mission of citizen participation.
Depending on the progress of the project, the design office will have to in collaboration with the manager 'Le Logis-Floréal':
• Present the preliminary project to local residents and bring out the expectations of the district by explaining the choice of options selected and not retained;
• Present the project as introduced for the planning permission to local residents and bring out the expectations of the neighborhood by explaining the choice of options retained and not retained;
• Produce the necessary documents at the different stages: preparation of presentations, information documents, etc. for local residents;
• Take into consideration the comments and suggestions made by local residents if they prove relevant and adapt the project accordingly;
• Inform local residents of the progress of the construction site.
The office undertakes by its request for participation/ its offer to provide an adequate team for the execution of the mission.
The bidder's attention is drawn to the fact that the mission will involve the organization and participation in numerous meetings and good bilingualism (FR/NL).
