Elaboration of the Handbook Public Spaces in the Brussels-Capital Region

The purpose of these special specifications is to entrust the service provider who will be selected to carry out the following tasks:

1. Develop the Public Spaces Manual;

2. organise working sessions bringing together all the stakeholders concerned;

3. present its conclusions regularly to the Accompanying Committee.

The market includes the following phases:

1. Kick-off meeting and receiving the action plan

2. Work meetings +/- 1x/month (Urban, Brussels Mobility, min. 2 Brussels municipalities)

3. Support Committees +/- 1x/3months (all actors in the public space)

4. Closing content

5. Editing and formatting the manual

6. Realization of the Manual

The overall objective of this contract is to:

1. Create an orientation tool that will facilitate decision-making in the design and execution of generic public spaces in Brussels, both by designers and institutions. The Manual must, during its development, allow multiple stakeholders to make choices, to agree on principles of good development. The Manual will be a tool that starts from profile-types taking into account the different urban layers such as the typology of public space, the Good Move plan, green continuities, the built fabric, the PRAS, the RRU etc.

2. Formalize and clarify the conditions for the design of public spaces in order to list normative “solutions” that will be the basic rule or the standard solutions that will be adaptable to each project. The expected Manual must reflect the multiplicity of cultural facets, social and ecological issues in Brussels.

3. Contribute to the proper development of places that must meet in a sustainable way the social, economic, heritage and environmental needs and mobility of the community by the qualitative management of the living environment, by the sparing use of the soil and its resources and by the conservation and development of cultural, natural and landscape and by improving the energy performance of buildings as well as mobility (Article 2 of CoBAT).

4. Create a tool as complete as possible: it will look at each mode of user of public space as well as the whole of the Brussels-Capital Region.

5. Take into account the various regional regulations in force and ensure that they are contextualized through concrete and emblematic examples.

6. Create a flexible instrument that can evolve over time according to new knowledge.

7. The provider must attach importance to the main feedback from all actors called upon to use the Manual, both at regional and communal level. It must put in place an approach that synergizes all the actors.
