The State Office of Finance (LfF) awards support services for its SAP procedures supervised by the Munich and Regensburg offices as a framework agreement for consulting and development services for the VIVA process (SAP HCM, PI, TravelManagement, CO, FI, PS, BW, BO) as well as support services for production and output management for SAP processes. The VIVA procedure is operated at the Munich office. This is the central application of the Free State of Bavaria for the field of human resources management. With VIVA, personnel and job management is currently carried out for about 370,000 cases and salary settlement for about 600,000 payment cases. The term covers the period from 01.01.2023 - 31.12.2027.

Adjustments in the area of payroll accounting and print and output management, which will be necessary due to the planned conversion to the SAP HANA platform and HCM for SAP S/4HANA, are also the subject of this award. The scope and content of the support services are generally based on the current needs of the client. The required services are procured as a framework agreement, the minimum purchase quantity during the contract period comprises 60 person-days, the estimated purchase quantity 120 person-days. The maximum purchase quantity is 215 person-days. The start of the service is 01.01.23 with a term of 5 years. Tenders can be submitted for one lot as well as for both lots. The most economical offer is determined per lot. If a tenderer submits the most economical tender for both lots, the contract may be awarded to that tenderer for both Lot 1 and Lot 2. Cross-lot discounts from bidders are not provided for and are not taken into account when determining the most economical tender.

For the years 2023 and 2024, it is planned to convert certain components to the SAP HANA platform and HCM for SAP S/4HANA. In 2023, the conversion will be tested in a sandbox system, then carried out in 2024 within a project in the productive landscape. Furthermore, the need for support for the modernization or expansion of existing SAP procedures may arise. The required services are procured as a framework agreement, the minimum purchase quantity during the contract period comprises 680 person-days, the estimated purchase quantity 1,300 person-days. The maximum purchase quantity is 2,350 person-days. The start of the service is 01.01.23 with a term of 5 years. Tenders can be submitted for one lot as well as for both lots. The most economical offer is determined per lot. If a tenderer submits the most economical tender for both lots, the contract may be awarded to that tenderer for both Lot 1 and Lot 2.
