The object of the procurement is the design and implementation of the transparency register system, which is the responsibility of the VTV. In addition, the procurement includes support, maintenance, operation and further development services of the system entity. The Supplier must also provide the platform and server environments needed for the solution, as well as the software licenses and cloud services that may be required for the system entity.

The Transparency Register is an information system based on the notification procedure, the purpose of which is to produce information in the manner prescribed by law on what kind, scale and in what way decision-makers have been subjected to advocacy activities or advice on influencing activities. The purpose of the system is to enable the reporting of information required by law as automatically as possible without the need for manual processes by the authorities.

The Transparency Register is a set of systems consisting of the following elements:

• A public online service open to all, presenting the public information stored in the Transparency Register, the reports compiled from the data and the necessary communicative content.

• An e-service for obliged entities that supports the key processes related to the Transparency Register.

• VTV's administrative and maintenance interfaces to support and enable monitoring.

The requirements of the transparency register system that is the subject of the procurement are described in the requirement specification and its appendices in Annex 1 to the invitation to tender. The specifications and plans described in the requirement specification are specified to the level required for implementation during the project together with the selected supplier.
