The authority has obtained Salix Funding for the provision of LED lighting solutions for its site. As part of this project, the authority intends to undertake a 2 phased approach:

— phase 1: undertake the supply, install, test and commissioning of high priority areas to be completed by 31.3.2018,

— phase 2: undertake the supply, install, test and commissioning of medium priority areas to be completed by 31.5.2018, subject to:

(a) acceptable pricing and costs from the market and

( b) the Authority successfully obtaining additional Salix and or capital to fund the remaining aspects of the project.The authority wishes to procure a strategic lighting partner to deliver this project and provide performance based guarantees for the operation of the lights.

The authority has elected to follow the open procedure for this procurement exercise. For the avoidance of doubt, the form of tender will be conducted in accordance with the EC Treaty based principles of, inter alia, transparency, equal treatment and non-discrimination. The scope of services intended for this project are detailed in the specification (see separate document). However, a key point to make bidders aware, is that the specification suggests the supply and install of lamps, however, the authority would prefer to maximize the potential for savings and actual payback. So bidders are encouraged to provide holistic and sustainable solutions, which for instance, might include the replacement of fittings.

The authority is not too prescriptive about the approach, however there are parameters which the bidders would need to comply with, relating to project budget, cost savings, compliance, timescales for completion, and quality standards.
