At the date of this notice Taunton Deane Borough Council and West Somerset Council are seeking Secretary of State approval for the creation of a New Council entity. Should legislation be implemented to provide for Taunton Deane Borough Council and West Somerset Council becoming a single new council then the contract will be transferred or novated to the newly formed Council. The contract for each Lot will be for an initial period of 10 years and 8 months, with options to extend for up to a further 10 year period consisting of any number of periods, bringing the potential contract period to 20 years and 8 months. The contract value is based on 20 years and 8 months for Lot 1 and Lot 2 together. Potential providers bidding for Lot 1 must also bid for Lot 2. Potential providers bidding for Lot 2, may bid for Lot 2 alone.
The contract will be for an initial period of 10 years and 8 months, with options to extend for up to a further 10 year period consisting of any number of periods, bringing the potential contract period to 20 years and 8 months.
Lot 1 includes the following four sites:
— Blackbrook Pavilion, Swimming Pool and Spa:
Blackbrook Pavilion, Swimming Pool and Spa is our largest facility, following expansion in July 2016. The centre is home to one of the South West’s leading tennis venues including 6 indoor acrylic / macadam courts and 2 floodlit outside courts. The centre also includes a 72-station gym, fitness studio, 4-court sports hall and toning suite. The 2016 expansion saw the introduction of a new 25 metre 6 lane swimming pool, teaching pool and spa experience — offering a range of treatments, therapies and thermal experiences — and a café.
— Taunton Pool:
Taunton Pool in located near to the centre of Taunton and has also recently undergone extensive refurbishment works (in part via a Sport England grant) and now boasts a brand new changing village, sauna, steam room and reception area. The pool is 33,3 metres with six lanes and is used mostly for public access swimming.
— Wellington Sports Centre:
Wellington Sports Centre has a 25 metre 6 lane swimming pool and offers a range of swimming lessons for all ages. The centre also boasts a 4-court sports hall, 38 station gym, two squash courts, a studio, health suite complete with sauna and steam room, and a “kids' fitness zone”.
— Wellsprings Leisure Centre:
Opened in 2005 and located in north Taunton, Wellsprings Leisure Centre offers a range of facilities and services. Wellsprings features a group cycling studio and has 2 large halls, (a main 6-court sports hall with motorised retractable bleacher seating and activity hall) and a 70 station gym. The centre is a very popular events venue for everything from conferences and meetings to large scale comedy events.
The Authority encourages innovative proposals for service delivery across sites and the potential for outreach opportunities in West Somerset. The Operator may wish to undertake improvement works to the facilities (in addition to required maintenance and repairing liabilities) to increase opportunities, improve facilities or enhance income streams and the Authority welcomes any ideas in this regard.
The value for Lot 1 is based on the annual turnover of the Facilities for 2016/17 of 4 169 131 GBP. This has been multiplied to give a value for 20 years 8 months.

Lot 2 includes:
— Vivary Golf Course and Adventure Centre:
Vivary Golf Course is an 18-hole parkland golf course in the centre of town close to the Heritage Park. The Course is short but has plenty of hazards; it’s very easy to access, being just a 5-minute walk from Taunton Town Centre, and offers affordable membership and pay and play options.
Alongside the main golf course, is an 18-hole mini-golf course. There is also a log cabin café on site.
The Authority encourages innovative proposals for service delivery and the potential for outreach opportunities in West Somerset. The Operator may wish to undertake improvement works to the facilities (in addition to required maintenance and repairing liabilities) to increase opportunities, improve facilities or enhance income streams and the Authority welcomes any ideas in this regard.
The value for Lot 2 is based on the annual turnover of the Facilities for 2016/17 of 359 546 GBP. This has been multiplied to give a value for 20 years 8 months.
