Altendorfer Kirchviertel Nordhausen

The city of Nordhausen and the Städtische Wohnungsbaugesellschaft mbH Nordhausen (SWG) intend to jointly develop the Altendorfer Kirchviertel as part of the International Building Exhibition (IBA) Thuringia. The SWG mbH Nordhausen but also the city itself are each owner of land on the approximately 10,000 square meter area. Together they want to find an urban and structural answer to the fallow land that follows the ideal of a climate-friendly further development of the old town quarter.

Based on the Altendorfer Kirchviertel, integrated solutions are to be sought which think living, open space, mobility, energy, water and supply together at the district and building level. In the course of the urban and structural planning, a technical supply concept should also be considered in order to activate the potential of the buildings for energy and heat supply. New and exemplary standards for the resource-conscious design of differentiated living and open space models are intended to offer the new residents the possibility of collective and individual appropriation. The aim is to create living space in addition to commercial uses in the quarter, if necessary. The extent to which the existing buildings, which consist of formerly commercially used buildings and 2 monuments, can be included or have to be demolished, should be determined in the course of the competitive dialogue. The anticipated planning task thus includes new construction and renovation. The two listed buildings are to be preserved and included in the urban development and energy use concept. Their renovation is not initially the subject of this procurement.

One or two buildings are to be designed as a model as a potential project location for the IBA Thuringia. Innovative buildings, for example in timber construction, in circular construction and / or as low-tech buildings are discussed.

The requirements of a resource-saving and climate-friendly development should be taken into account throughout the development of the district. Despite the diverse demands, the rents that can be achieved locally on the market should be maintained and taken into account in the total cost calculation.

The city of Nordhausen coordinates and finances the award procedure and, subject to the award decision, intends to commission the planning services to be awarded up to the status of a preliminary draft together with SWG mbH Nordhausen.

The procurement objective is initially the planning services with the service profiles to be determined in more detail

- Urban design as a special service in area planning, § 18, 19 HOAI,

- Project planning, building services, § 34 HOAI,

- Outdoor facility planning (adapted to the property planning), § 39 HOAI.

- Planning of technical equipment

This up to the level of performance of a preliminary draft (performance phases 1 and 2). The services are to be provided by the end of 2021.

Insofar as the technical and economic feasibility can be demonstrated in the pre-planning process to be commissioned, the intention is to commission the further planning services by SWG mbH (from the scope of design planning, service phase 3) on a step-by-step basis and on a per-project basis. In this respect, the city of Nordhausen and SWG mbH Nordhausen have agreed within the meaning of Section 4 (1) VgV to jointly award the planning services described above in the manner described.
