Acquisition target

HUS Group (hereinafter "HUS") shall, in accordance with the tender documents, put out to tender for customers of HUS regional assistive device centres electric beds and bed tables intended for home use for medical rehabilitation and related ancillary services with the necessary additional and spare parts. This is a joint procurement, the parties to which are described in more detail later in this invitation to tender. The parties involved are collectively referred to as the "Client" in the invitation to tender.

Regional assistive device centres offer centralised end-of-life care management for both specialised medical care and primary health care individuals in the wellbeing services counties that have joined the service. Centralised lifecycle management of assistive devices includes, among other things, centralised procurement of assistive devices either by utilising orders or payment commitments.

The Client shall invite tenders in accordance with the contract notice and this invitation to tender and its annexes. The aim of the tendering process is to conclude framework agreements on a sub-area basis so that the Customer has access to a comprehensive selection of beds and bed tables to be procured during the contract period.

Procurement procedure

The procurement is divided into the following sections:

SECTION 7: EXTRA LONG BEDS 90 CM (MATTRESS LENGTH min. 210cm)

SECTION 8: ELECTRICALLY ADJUSTABLE HOME CARE BEDS 80 and 90 cm (Rent)

SECTION 9: OPTION GROUP (Rent) Note. Bidding for an option group requires bidding for Section 8.

The comparison of tenders and the procurement decision shall be made by sub-area and a framework agreement shall be established so that the Contracting entity selects one (1) of the most economically advantageous tenderer as the framework contract supplier per sub-area.

The basis of comparison in all areas is the lowest size comparison price. The price comparison is carried out on a sub-area basis on the basis of the price appendix (Appendix 1), which the tenderer fills in according to the given instructions.

When offering a subdivision, the tenderer must offer all products of the subdivision (i.e. sub-tenders within a subdivision are not allowed).

The estimated total value of the procurement has been calculated for four (4) years (VAT 0%), and it applies to the entire framework agreement. Forecast values for each sub-area are given by subdivision.

N.B. In a framework agreement, the Contracting entity has no quantity purchase obligation (i.e. the Contracting entity is not bound by an estimate of the procurement volumes during the agreement period). Order quantities may also vary from year to year.

The starting date of the agreement is 1.8.2023 at the earliest. The duration of the actual framework agreement period is two (2) years from the entry into force of the agreement. The contracting entity may extend the term of the contract for a maximum of two option periods of one year (the total duration of the contract can thus be 2 years +1 years +1 years). The option may also be exercised only in some areas and/or only for certain participating subscriber units.

The target of the procurement is electrically adjustable home care beds in product group 1 with a sleeping mat 80 cm and a width of 90 cm as described in the invitation to tender and its annexes.

The estimated annual procurement volume of products in subdivisions 1-5 is approximately 80-90 beds per year. The customer does not commit to ordering the order in question. quantities, if there is no customer need for the products and, on the other hand, more products can be ordered than estimated, if necessary.

In product group 5, the target of the procurement is electrically adjustable and electrically folding home care beds with a sleeping surface 80 cm and 90 cm wide (electrically folding model) as described in the invitation to tender and its annexes.

The customer does not commit to ordering the order in question. quantities, if there is no customer need for the products and, on the other hand, more products can be ordered than estimated, if necessary.

The target of the procurement is electrically adjustable home care beds with a 120 cm wide sleeping surface in product group 2 as described in the invitation to tender and its annexes.

The estimated annual procurement volume of products in subdivisions 1-5 is approximately 80-90 beds per year. The customer does not commit to ordering the order in question. quantities, if there is no customer need for the products and, on the other hand, more products can be ordered than estimated, if necessary.

The target of the procurement is electrically adjustable home care beds with 80 cm and 90 cm wide sleeping pads in product group 8 as described in the invitation to tender and its annexes (Rental).

For consumption estimates, see Annex 8.

The customer does not commit to renting any specific quantities during the procurement period and, on the other hand, more products can be ordered than estimated if necessary.

Only the HUS consortium area participates in Lot 8.

The object of the procurement is the rental of products defined in product group 9.

It is an option group. The provision of products does not affect the comparison of other groups. When offering products to group 9 (option group), the offeror shall offer rental products in product group 8.

The subscriber decides on the exercise of the option group separately.

The target of the procurement is extra-long (mattress length min 210cm) electrically adjustable home care beds in product group 7 and a 90 cm wide sleeping mat as described in the invitation to tender and its annexes.

The Customer does not undertake to order predetermined quantities.
