The products put out to tender include finnish literature and related AV materials for libraries, foreign English literature, foreign Swedish literature, foreign literature in other languages, finnish and foreign notes, and a plasticisation service.
The procurement includes the following categories of products as an option: professional literature/textbooks K-books, professional literature/textbooks P-books, professional literature/textbooks J-books, home and foreign audiobooks, home and foreign music products (CDs), image recordings (DVDs and Blu-rays), computer and console games, and labeling service and interfaces for library systems.
Libraries are the main users of the agreement, but books can also be ordered to other units. As a rule, libraries order finnish material as pre-orders. The procurement does not apply to materials or newspapers procured for educational institutions.

The tendering procedure is carried out by means of an open procedure whereby one (1) of the highest-scoring tenderers is selected as the contract supplier. The selection of tenders is based on overall economic affordability, with a price weight of 100 points. The minimum requirements for the quality of the subject matter of the acquisition allow comparison only at price. If more than one tenderer receives the same score, the contracting entity shall recruit the tenderers to be selected. The lottery is a way accepted by case law.
The Customer has the right to acquire books and related AV materials from a non-selected contract supplier in the following situations:
- The name to be purchased is not part of the vendor's online store selection.
- Depreciation sales by booksellers or other significant discount promotions where the product to be purchased is significantly cheaper than the price offered by the contract suppliers
- Self-publishing and other small-weight materials and publications that cannot be obtained through intermediaries
- Acquisitions of local literature
- Used books
The contract period shall be valid until further notice. For both parties and sarastia's customer communities committed to the acquisition, the notice period of the agreement is six (6) months.
The contract period will begin not earlier than after the procurement decision has received the legal force. The contractual entities (see contract base) will move within the scope of the contract to be done after the end of their existing agreements.
