Law no. 104 of 5 February 1992 "Framework law for assistance, social integration and the rights of disabled people", art. 12 recognizes to disabled people, among others, the right to inclusion in nurseries, education and school education in the common classes of educational institutions of all levels and, in art. 13 paragraph 3, provides for the obligation for Local Authorities to provide assistance for the autonomy and personal communication of pupils with physical and sensory disabilities.

The D.P.R. 616/1977 establishes that it is the task of the Local Authority to provide specialized assistance to be carried out with qualified personnel within the school and the Legislative Decree 112/1998 attributes to the Municipalities, in relation to kindergartens, primary and secondary schools of first degree "the organizational support services of the education service for pupils with disabilities or in a situation of disadvantage"; Similar provisions are made by art. 327 of Legislative Decree 297/1994 containing the consolidated text of the legislative provisions in force on education, relating to schools of all levels.

Article 6, paragraph 1bis 1 of Regional Law no. 19 of 6 August 2007 "Rules on the educational system of education and training of the Lombardy Region", added by art. 31, paragraph 1, lett. d) of Regional Law no. 15 of 26 May 2017, attributed to the Municipalities, individually or in association, the performance - in relation to upper secondary education and vocational education and training courses - of transport services and assistance for the autonomy and personal communication of students with physical disabilities, intellectual or sensory.

The municipality of Lodi ensures the right to education and school integration of disabled pupils through a service contract; with the approach of the expiry of the current service, set at 31/12/2022, the Municipality intends to continue its commitment by guaranteeing a service able to meet the needs of users.

In relation to the geographical conformation of the city territory, the locations of kindergartens, primary and lower secondary schools are located in the various districts of the city.
