The subject of the contract is the provision of services in the field of collection and management of municipal waste from the owners of properties where residents live, located in the Blachownia commune, transport and management of municipal waste from the Selective Municipal Waste Collection Point in Blachownia at
Starowiejska Street, together with equipping properties inhabited in single-family housing with bags for the collection of selectively collected municipal waste
and equipping the Selective Municipal Waste Collection Point with containers, throughout the term of the contract. The scope of the contract includes the collection and management of the entire stream of municipal waste collected from the owners of residential properties located in the Blachownia commune, directly from the property and
from PSZOK, in a way that ensures the achievement of the assumed level of preparation for re-use and recycling of municipal waste in the amount of 45% by weight for 2024, in accordance with the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (i.e. Journal of Laws of 2023, item 1469), and the reduction of the mass of biodegradable municipal biowaste transferred to landfill as part of the entrusted task in accordance with the provisions of:
• Act of 27 April 2001 Environmental Protection Law (Journal of Laws of 2022, item 2556, as amended),
• the Act of 13 September 1996 on Maintaining Cleanliness and Order in Municipalities (i.e. Dz.
of 2023. item 1469),
• the Waste Act of 14 December 2012 (i.e. Journal of Laws of 2022, item 699, as amended).
• Regulation of the Minister of the Environment of 11 January 2013 on detailed requirements for the collection of municipal waste from property owners (Journal of Laws of 2013, item 122).
• Regulation of the Minister of Environmental Climate of 10 May 2021 on the method of selective collection of selected waste fractions (Journal of Laws of 2021, item 906).
• Waste Management Plan for the Silesian Voivodeship for the years 2016 – 2022 and any updates or amendments thereto
• Resolution No. V/37/7/2017 of the Silesian Voivodeship Assembly of 24 April 2017.
