This procurement is done to meet Mälarhamnar's needs for flexible staffing staff to the port and stewing operations. Mälarhamnar AB is a municipal corporation owned by Västerås Stad with 55% and Köping Municipality with 45%. In Västerås and Köping harbour, we essentially unload and load ships, railcars and trucks. Mälarhamnar today handles work peaks, among other things, by calling in a number of needs employees. The process for contacting, booking and managing salaries for this part of the workforce is time-wasting and costly. Under local collective bargaining agreement, all overtime is voluntary and staffing the business with their own staff outside 7am-4pm is challenging. The purpose of the procurement is to simplify and streamline Mälarhamnar's needs for staffing of needs employees and ensuring delivery outside of regular working hours.
Any scope or volume of cancelled hours cannot be guaranteed. The information provided on previous volumes shall only be seen as an indicator of possible future needs. The possibility should also be provided to replace regular staff when the need arises for various reasons. The estimated value of the procurement, based on past consumption and future needs that may vary depending on decisions made based on the total cost, may, in our judgment, be approximately 3-6 MSEK excluding VAT per annum. The estimated value is based on an assumption of plausibly increased need and should not be seen as a benchmark for tenders and estimated hourly costs.
