Europe-wide allocation of planning and construction services for the construction of an administrative building.
The Landratsamt Esslingen is planning the construction of an administrative building ("VES") on the property Pulverwiesen 11, in Esslingen. The new building is in the context of a restructuring of the Landratsamt Esslingen. The Landratsamt Esslingen must be fully operational during the planned construction project in order to fulfill its duties for the district. For this reason, additional interim space must be rented in the city of Esslingen in order to ensure efficiency. The adjoining extension including the underground car park in Esslingen from 2008 must be kept fully functional.
These temporal and spatial dependencies characterize the present project VES accordingly. Delays in the project create monetary, temporal and organizational challenges elsewhere. The project covers an area of approx. 22 150 m

The client transfers to the contractor the planning, the turnkey, functional and suitable for the operation by the AG suitable building of a new administration building with special uses (subsidized KiTa, canteen, admissions office, meeting rooms, disaster center) on the previous property (file no. 1043 / 1) including the redesign of the property and the public development to the line boundary or to the media connection point. The scope of services also includes interim measures and adaptation work on the "extension building".
In the run-up to the construction project, the existing building from the 1970s must be properly cleared, demolished and disposed of - the adjoining extension building must be kept fully operational and available to the public of the district without interruption. It is also the adaptation of the underground car park access, the creation of a new entrance area with appropriate implementation of fire protection subject of the service for the extension.
Part of the service is also the delivery services for furnishing (KG 600) for the relevant office areas, meeting rooms, canteen and meeting areas.
The bidder must offer the client to plan the administrative building of the district of Esslingen in accordance with the specifications of the room program and the functional specifications, as well as to build it turnkey and ready for operation.
The respective services of planning and new construction can be carried out by different companies. However, an overall offer must be submitted to the client.
It should be noted that the administrative district of Esslingen intends to budget a maximum of EUR 119,000,000.00 for the planning and construction work to be carried out for the administration building (including demolition, management of past pollution and interim measures relating to the extension) as well as the outdoor facilities and furnishing gross (KG 200 to 700). The amount should be below and includes all utilities. Against this background, the client reserves the right to cancel the award procedure if this sum is exceeded.
