The University of the Federal Armed Forces Munich (client) was founded in 1973 at the behest of the then Federal Minister of Defence, Helmut Schmidt, under the name "University of the Federal Armed Forces Munich". It is one of two universities that the Bundeswehr has for the training of its officer cadets and young officers. The university is part of the Civil Personnel Division and is assigned to the Federal Ministry of Defence.
On 11.08.2020, UniBw M founded a new "Center for Digitalization and Technology Research of the German Armed Forces" (dtec.bw for short). dtec.bw is part of the Federal Government's economic stimulus programme to overcome the COVID-19 crisis and is provided with research funds from the economic stimulus programme via the Federal Ministry of Defence (BMVg). With its inclusion in the German Recovery and Resilience Plan (DARP), dtec.bw is financed by the European Union - NextGenerationEU. The research project "Seamless Radio Access Networks for Internet of Space" (SeRANIS) has been approved by the BMVg and is now to be realized. As part of SeRANIS, an experimental satellite in Low Earth Orbit (LEO) is to be created. The SeRANIS project is funded by dtec.bw.
The object of the contract is the delivery of a Full Motion Portable Antena frontend for X- and Ka-band based communication with LEO and Medium Earth Orbit (MEO) satellites. The Full Motion Portable Antena Frontend is intended for use in a Full Motion Portable Ground Terminal. The Contractor shall provide the Full Motion Portable Antenna Frontend "Free Carrier" (FAC) in accordance with Inctoterms(R) 2020 at the manufacturer's factory.
The SeRANIS satellite provides communications payloads that enable laser-based communications as well as X- and Ka-band communication capabilities. As part of SeRANIS, the UniBw Research Center SPACE (FZS) is trying to set up a test bench for X- and Ka-band and optical transmissions. It serves as a research facility for overflight tests of ground-to-space and space-to-ground communication devices and the associated signal processing, which offers end-to-end measurement capabilities.
At the Munich Center for Space Communications, UniBw M currently operates several RF antenna stations with UHF, S, C, X, Ku and Ka frequency bands. There, independent research and development
development activities for new technologies in the field of satellite and space communications. At present, however, UniBw M has not yet installed any systems on its premises that support X- and Ka-band communication with LEO/MEO satellites.
With regard to X- and Ka-band communication with LEO/MEO satellites, the FZS does not yet have transportable facilities on its premises. Therefore, the FZS intends to expand its current ground station infrastructure with a corresponding Full Motion Portable Ground Terminal (FM-PGT). As part of the terrestrial laboratory "Networks and Technology Elements", the FM-PGT is designed to support communication in the X- and Ka-band frequency range between the SeRANIS LEO satellite and the ground. In addition, the FM-PGT will be used for scientific applications with other satellites in LEO, MEO and GEO orbits.
The present tender relates to the procurement of a Full Motion Portable Antenna Frontend intended for the FM-PGT mentioned above. The Contractor shall provide the Full Motion Portable Antenna Frontend "FCA-Free Freight Carrier" (FCA) in accordance with Incoterms(R) 2020 at its plant.
