Extent
The procurement covers passenger cars and light trucks up to 3.5 tonnes and will result in framework agreements for continuous call-offs (FCA) of the total need during the contract period.
The goal of this procurement is to sign a framework agreement with Tenderers who can provide Leasing Vehicles with good service from call-off to eventual return of the vehicle. The tenderer must deliver a service/product that is characterized by professionalism, service spirit and adaptability. The procurement covers the client's total need for Leasing vehicles (up to 3.5 tonnes) for Financial leasing in the event of new acquisition, i.e. when leased vehicles are returned and in the event of an expansion of the fleet. The need for new purchases is estimated to amount to approximately 90 vehicles per twelve-month period. The procurement also includes the purchase of accessories, spare parts, repairs, tyre changes and tyre storage as well as service. The customer does not guarantee any specific volume as the actual volume can both exceed and fall below stated volumes. The tenderer shall deliver the quantities of services and goods called. The procurement only covers brand new vehicles, accessories and spare parts.
Last year's (2018-07 -- 2023-03) volume was approximately SEK 70,000,000 and can be seen as an indication of future volume, but cannot be guaranteed.
The scope may change during the term of the agreement. The supplier undertakes to deliver the actual needs of the contracting authority. Framework agreements will be signed with all qualified and approved suppliers.
The customer has signed a separate financing agreement for vehicle leasing. This procurement therefore does not cover the financing of the vehicles to be purchased.
The procurement does not include Operating Leasing.
Ceiling volume for the framework agreement amounts to SEK 84,000,000. If the turnover of the framework agreement reaches the specified ceiling volume or this situation is expected to occur in the near future, Varberg municipality has the right to terminate the framework agreement with immediate effect. Such termination shall not affect the validity of contracts concluded under the framework agreement beforehand.
The scope of the procurement has been determined taking into account 4 Chapter 14§ LOU and is based on the benefit of synergy effects, coordinated deliveries and lower administrative costs.
