Planning and engineering services for the construction of a gigabit network in Blaufelden, Braunsbach, Fichtenau, Ilshofen and Untermünkheim – Cluster 1 grey spots

Lot 1 Municipality of Blaufelden

The Zweckverband Breitband Landkreis Schwäbisch Hall (client) comprises the district of Schwäbisch Hall and its 30 cities and municipalities, as well as the municipality of Pfedelbach and the city of Waldenburg from the Hohenlohe district.

The task of the special-purpose association is to ensure an expansion with fiber optics for underserved households and commercial enterprises in the association area.

NetCom BW GmbH, Ellwangen, has already been identified as the operator for the network operation of the district-wide NGA network via the special-purpose association as part of a Europe-wide tender.

The client plans to set up gigabit networks (FTTB) in the following municipal area of the special-purpose association area:

Lot 1 Municipality of Blaufelden

The awarding of the advertised services is carried out by lot on the basis of the municipal areas. The aim is to eliminate remaining grey NGA spots with a pick-up threshold of 100 Mbit/s in the download as well as other connections eligible for funding under the Gigabit Directive in the expansion area.

The projects are to be funded according to the guideline "Funding to support the gigabit expansion of telecommunications networks in the Federal Republic of Germany" (Gigabit Directive) and according to the "Administrative Regulation of the Ministry of the Interior for the co-financing of the federal guideline "Funding to support the gigabit expansion of telecommunications networks in the Federal Republic of Germany" (VwV Gigabit co-financing)". The preliminary funding decisions of the Federal Government as well as the funding decisions for co-financing by the State of Baden-Württemberg for the projects are attached in the annex Grant Notices.

The client has drawn up a comprehensive FTTB structural planning and an expansion concept for each municipality participating in the tender. This present planning status is to be transferred into an approval planning. Parts of the infrastructure to be planned in accordance with the above-mentioned expansion concept have already been implemented or are being implemented through co-relocations in the course of infrastructure measures and implementation within the framework of the Weiße-Flecken funding programme. The following masses represent the expected masses taking into account the entire existing infrastructure to be taken into account.

The project shall include the following mass disclosures for Lot 1:

Lot 1 - Municipality of Blaufelden

- New route construction (paved surface) up to the private property boundary: approx. 31,044.00 m

- New route construction (unpaved surface) up to the private property boundary: approx. 3,224.00 m

- Cable insertion into existing conduits: approx. 15,778.00 m

- POP prefabricated buildings and/or cupboards: approx. 0 pieces

- Number of house connections according to expansion concept: approx. 856 pieces

The expansion concepts can be found in the Appendix Expansion Concept. The planning status will be communicated accordingly with an invitation to participate in the negotiated procedure and submission of an initial offer in the next step of the procedure.

The subject of this tender is the procurement of the following services:

(1) Further, not yet provided planning and engineering services for the construction of a passive gigabit network infrastructure (FTTB) in the respective district of the client, taking into account specific specifications of the aforementioned funding programs as well as the specifications of the client in the current version.

(2) House connection management - in particular contact determination including updating customer data, making appointments, inspecting the building in the course of planning, coordinating the routing of private property, as well as defining and coordinating the building entry and transfer point / s NE 3 / NE 4 including documentation of the inspection and coordination with the signature of the property owner, Processing of complaints and recording of changes.

(3) Occupational safety management - provision of services in accordance with the construction site ordinance based on the AHO service profile. In particular, assumption of coordination tasks according to Section 3 BaustellV with regard to the measures provided for in Section 2 Paragraph 1 BaustellV as well as elaboration of the safety and health protection plan, compilation of the documents, making the necessary adjustments to the same, analysis of the preliminary or draft plans and determination of interactions relevant to occupational safety and health , Preparation and participation in the allocation of safety-related facilities as well as review of offers in terms of safety and related tasks.

(4) Quality management - quality features / requirements are to be agreed in cooperation between the client and the contractor. Target values for the measurement of the quality features are to be defined and fine-tuned. Procedures and resources for quality control, assurance and improvement are to be defined. This also includes quality control, quality assurance and quality improvement.

(5) Project management - implementation of the entire project management and coordination of all technical participants.

(6) Surveying and network documentation and data delivery according to applicable GIS ancillary provisions and specifications of the client in current version.
