Tender for contract for operation and staffing of the toll station at the Storebælt Bridge

The tendered contract concerns operation and staffing of the toll station on the Storebælt Bridge, including operation, staffing and personnel management, administration and various ad hoc tasks. Reference is also made to point II.2.4) for a more detailed description of the content of the contract.

The tendered contract concerns the operation and staffing of the toll station on the Storebælt Bridge. The purpose of the contract is to ensure that the contracting entity (A/S Storebælt and Sund og Bælt Holding A/S) continues to have stable and safe operation and staffing of the toll station at the Storebælt Bridge.

The main tasks under this contract will consist of the following tasks:

- Management, including personnel administration, operations management of personnel and administrative tasks.

- Operation and staffing of the toll station at the Storebælt fixed link, including traffic management and monitoring of traffic development, staffing of the toll station, operation in lanes and flow of traffic, monitoring of payment solutions, handling of technical alarms, planning of staffing, regulation of staffing, simple maintenance tasks, administration tasks, money management, monitoring of environmental zone charges and ensuring correct collection thereof, ensuring fully functional plant For the purpose of collecting environmental zone taxes, image validation and searching for photo documentation, customer service, press contact, monitoring of the road connection and reporting. The main task includes the above-mentioned tasks, which must be carried out without the contracting entity's prior order and are remunerated at a fixed fee.

In addition, the ordering entity has the opportunity to order ad hoc tasks, such as packing customer shipments, such as BroBizz, purchasing extra staffing during peak periods, periodic replacement at reception, easier assistance in toll booths, such as replacing barriers and emergency washing of light curtains, individual cleaning tasks, such as sweeping toll stations, etc., and monitoring of the Fehmarnbelt link.

The main task (and to some extent the ad hoc tasks) will be carried out on an ongoing basis by a basic staff, which is expected to consist of two management members, three traffic managers and nine traffic assistants over a day. It is expected that this basic staffing could be increased and reduced during the term of the contract. Just as the tasks mentioned above can lapse and other tasks can come to.

The contract contains the following three options; 1) mobile control of the kilometre-based toll scheme for lorries when the new law enters into force on 1 January 2025, 2) service and cleaning patrol on the road link between junctions 43 and 45 of the E20 and 3) mobile control of environmental zones. Mobile control means outgoing (by car) charge. Under options 1 and 2, the contracting entity will make vehicles available for use in carrying out the checks, whereas it is expected that a future supplier will have cars available for the solution of option 3, and this task can be performed in connection with the supplier's performance of tasks for other customers, such as guard tasks. Option 3 is a voluntary option for the tenderers, see further details in the contract documents.

The contract contains provisions for the acquisition of employees in accordance with Executive Order no. 710 of 20 August 2002 (the Transfer of Undertakings Act), as well as the transfer of employees upon termination of the contract.

It is a requirement under the contract that the supplier undertakes an obligation to implement and perform tasks that have a natural connection to the contract and the delivery of the main task, regardless of whether the task concerns monitoring, packing, periodic replacement at the reception or other similar ad hoc tasks.
