The contracting authority, Troms and Finnmark County, invites tenderers to participate in a tender contest for the procurement of consulting engineer services.

The contracting authority, Troms and Finnmark County shall enter into a parallel framework agreement for consulting engineering services.

A parallel framework agreement with ranking shall be entered into, in which 3 providers covering the following service areas shall be contracted:

Architect, engineering design group manager, RIG, RIV, RIE, RIVar, RIBr BL, consulting engineer roads and construction, as well as consulting engineer area and planning services.

Consultancy and engineering design services for major projects, or projects where there will be a need for special capacity/competence/experience, can be announced separately. The contracting authority will decide whether the size of the assignment or the assignment´s nature indicates that the assignment is to announced separately. The contracting authority will have the right, but not an obligation, to announce separate contests as mentioned in this section. If a consultant has a contract with a contractor that gives a conflict of interest with the contracting authority in a concrete case, legal competence must be clarified. If there is a case of incapacity, the contracting authority will be able to use a consultant outside the framework agreement for the case in question.

The framework agreement will not cover ongoing projects where a contract with a consultant has already been signed.
