With the ROR - Rosenfelder Ring 88 project, plot: 10315 Berlin - Friedrichsfelde (Lichtenberg), parcel 284, corridor 710, HOWOGE Wohnungsbaugesellschaft mbH intends to construct a new residential building with two buildings with eight storeys each, which will be accessed via arcades. The front building is planned with a circumferential two-storey base building. A total of 173 residential units are to be built, half of which will be publicly subsidised. In addition, more than 60% of the apartments will be built barrier-free. The building is planned in accordance with the currently valid GEG and in accordance with the requirements of the BEG EH 40 funding programme and is to be realised in this way. This includes, among other things, an air-source heat pump and PV modules on the roof.
The services to be awarded relate to the turnkey construction of the construction project by a general contractor. The service includes all construction services required for the complete turnkey and ready-to-move construction of the residential complex, demolition work, earthworks and excavation pits, as well as all planning services that are still required, primarily the implementation planning in the service profiles of object planning, technical equipment, structural engineering and outdoor facility planning, including all appraisal and expert services still required (e.g. SiGeKo). This also includes waste and disposal management on the construction site, including documentation of these.
Currently, there are single-storey garage buildings and wild parking spaces on parcel 284, corridor 710. The property is partially sealed. Individual utility lines as well as trees worthy of protection are located in the areas. The demolition of the existing single-storey garages will be completed by February 2024.

Prior to the construction of the construction project, the planning task of the general contractor is, among other things, to prepare a complete implementation plan for the construction of the building on the basis handed over and to optimize the planning status achieved so far.
For the construction project and the services to be awarded (KG 200-700), a cost limit of 3,010 €/sqm of living space (gross) is specified, i.e. a total of 30.87 million (gross), which must be adhered to at all costs. This cost cap was determined on the basis of a fixed investment budget. This investment budget represents the maximum financial resources available for the commissioning of the GÜ and thus the maximum permissible remuneration that can and may be promised and spent for the GC services to be awarded.
A subsequent budget increase or other presentation of missing financial resources is excluded.
If all tenders eligible for the award exceed the aforementioned cost ceiling, the award will be cancelled due to inefficiency.
