The objective of this procurement is to establish a dynamic purchasing system (cf. PPR § 26-4, § 26-5 and § 26-6) that ensures the Application Project and Deichman access to qualified resources for further development and management of the existing systems and development of new systems. The procurement must also cover Deichman's needs after the Application Project is finished.
The new main library being built in Bjørvika will be structured based on the users' need for services and challenge the traditional perceptions of how a library works. The library will to a lesser extent be organised around preservation and distribution of physical media, and the library must now reach new users through focussing on technology and digital content. The new main library will put Oslo municipality and Deichman Library in a position to make the move from paper based to the digital age. The services developed will have wide reaching and very positive ripple effects for the entire branch network and library services offered in Oslo municipality.
The Application Project for the Nye Deichman main library are responsible for delivery of the new digital library service. The services must cover the need for professional system for the employees, and self service of normal public functions such as borrowing and returning, searching, navigation and reserving rooms and equipment, etc. The services will primarily be deliver on the web. As part of the solutions being developed, a new library system (based on the OpenSource system Koha), is a self-developed application for cataloguing library media, as well as an application for managing end user services. There are also several major initiatives in progress. Hereunder, development of a new website, integration systems to digital media, integration of new solutions in new buildings, etc.
