The city of Cloppenburg intends to redesign and upgrade an inner-city area previously used as a parking lot. For this purpose, both the construction of a mobility center and the near-natural open space design of the remaining area are planned. The aim is to transform the area close to the city centre into an attractive and relaxing space for everyone. The aim is to create space for use and retention areas without sacrificing parking comfort at the same time. Through various measures such as the creation of playgrounds, green spaces and path connections as well as the design of the street space and the bank of the Soeste located in the area, the overall quality of stay is to be increased. The planning services required for this are the subject of this call for tenders.

The estimated total construction costs amount to approx. 13.1 million euros gross. These are distributed as follows:

Construction costs for the mobility centre: approx. 7.0 million euros,

Construction costs for open space design: approx. 2.0 million euros,

Construction costs for near-natural water planning: approx. 1.1 million euros,

Construction costs for transport planning: approx. 2.3 million euros,

Construction costs for sewer construction: approx. 0.7 million euros.

- Object planning of buildings (new construction of mobility centre) phases 1 to 3, optionally phases 4 to 9 in accordance with § 34 HOAI in conjunction with Annex 10 number 10.1;

- Structural engineering (new construction of the mobility centre) phases 1 to 3, optionally phases 4 to 6 in accordance with § 51 HOAI in conjunction with Annex 14, section 14.1;

- Technical equipment (new construction of the mobility centre) phases 1 to 3, optionally phases 4 to 9 in accordance with § 55 HOAI in conjunction with Annex 15 No. 15.1 for the plant groups

-- optional: Local construction supervision of traffic facilities (redesign of Bgm.-Heukamp-Straße) (incl. equipment: markings, signage, traffic routing during the construction period) as a special service according to HOAI 2021 Annex 13, section 13.1 to § 47 paragraph 2;
