The contracting Authority wishes to establish a contract with a single provider for the provision of software for the development, publishing, and analysis of energy (gas & electricity) tenders in the UK markets on behalf of its members in Annex A. The Authority recognises that there is a significant amount of complexity in this procurement and in establishing the full specification; therefore it has decided to use the Competitive Dialogue Procedure as it is anticipated that such software may have far greater potential for data usage than just the optionality identified above.
