How can managers and employees in the NAV office work to create a people-oriented organisation that puts users needs at the centre of their work?

We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. This project deals with how the NAV offices can change their organisation and services when the new, larger and merged NAV office is established, i.a. due to the municipal reform. The aim is to develop new organisation, new work methods and more equal work methodology.

NAV Lillestrøm has been chosen as the spear-point office in connection with the reform and is a collaborating partner here, but the project also wants to involve another three to 5 other NAV offices.

The goal of this project is therefore to explore and develop new organization, and new ways of working that in the long term can contribute to more comprehensive services for users.

Objective of the procurement:

We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.

As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project´s complexity and size and will be clarified further in the dialogue phase.

Roles and responsibility:

The Norwegian Labour and Welfare Administration is the project owner and contracting authority for the project. NAV Lillestrøm and the new Lillestrøm municipality are the collaborating organisations.

Difi is implementing this procurement on behalf of the Norwegian Labour and Welfare Administration.

Budget: 3 000 000 NOK + an option for up to 3 000 000 NOK excluding VAT.

Contract length: the project is ready to start up as soon as possible after the procurement has been made. The contract duration is one year with the option to extend for up to 1 year + 1 year.
