The subject of the contract is the collection and management of municipal waste from the real estate located in the commune of Orzesze, in which the residents live, in a manner ensuring achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods and limiting the mass of biodegradable municipal waste transferred to the storage, in accordance with the provisions in force during the performance of the contract.
1. Area Area of the Orzesze commune 85 km
2. Number of inhabitants: The number of inhabitants of the Orzesze commune as at 30.6.2018 is 20 342. Based on the declarations made, the number of inhabitants is about 19 139.
3. Residential buildings: Single-family and multi-family housing - approx. 5100 residential buildings,
Multi-family housing - approx. 18 buildings.
Expected number of newly built single-family houses put into use - annually about 250.
The contracting authority does not foresee a change in remuneration if the number of buildings exceeds 250.
The above-mentioned numbers are estimates, their change may be influenced by: migration of residents, construction and liquidation of buildings.
4. Indicative number of waste collection points by type of development:
1) number of real estate with single-family housing - approx. 5080 including approx. 100 properties with difficult access (narrow access roads)
2) the number of real estate with multi-family housing (tenements, municipal buildings, housing association) - approx. 20,
3) number of multi-family housing - 8 (where 18 buildings are located in total).
The above-mentioned numbers are determined based on the current data, their change may be influenced by: migration of residents, construction and liquidation of buildings.
2. Detailed description of the subject of the contract
2.1. General description.
The subject of the contract is the collection and management of municipal waste from the real estate located in the commune of Orzesze, in which the residents live, in a manner ensuring achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods and limiting the mass of biodegradable municipal waste transferred to the storage, in accordance with the provisions in force during the performance of the contract:
1) the Act of 13.9.1996 on maintaining cleanliness and order in municipalities (i.e. Journal of Laws of 2018, item 1454)
2) Regulation of the Minister of the Environment: of 29.5.2012 on recycling levels, preparation for re-use and recovery by other methods of certain municipal waste fractions (Journal of Laws of 2016, item 2167),
3) the Regulation of 25.5.2012 on the levels of limiting the storage of mass of biodegradable municipal waste (Journal of Laws of 2017, item 2412),
4) the Regulation, the Regulation of the Minister of the Environment of 29.12.2016 on the detailed method of selective collection of selected waste fractions (Journal of Laws of 2017, item 19) and Resolution No. V / 37/7/2017 of 24.4.2017. Silesian Regional Assembly regarding the adoption of the "Waste Management Plan for the Silesian Voivodeship for 2016-2022".
The contractor will be obliged to collect all municipal waste prepared for export from the residential premises, provided that they are collected by the owner
This property, in the right equipment or bags. The term device for the purposes of this ToR is understood as: containers for waste collection, containers, etc. The Contractor will also be obliged to collect waste lying next to the devices, if this is the result of its operation.
Collection and removal of municipal waste will be carried out by the Contractor with the frequency and on the principles set out in the resolution of the Orzesze City Council in force during the implementation of the contract on determining the detailed method and scope of providing services in the field of collecting municipal waste from property owners and managing this waste, in exchange for paid municipal waste management fee.
The entity operating the Selective Municipal Waste Collection Point will be the Employer. The contractor will be obliged to collect, transport, manage individual types of municipal waste and provide appropriate waste collection facilities in consultation with the entity operating the PSZOK, in accordance with the applicable resolution of the Municipal Council in Orzesz.
