The contracting authority would like to enter into a framework agreement to procure consultancy services for its solution for electronic health records (EHR) [Norwegian: Elektronisk pasientjournal (EPJ)] based on software from Epic Systems.
The Central Norway region (Midt-Norge), with approximately 720,000 inhabitants, is now establishing a common solution for patient health records across all levels of the healthcare system. The work is organised through a project and joint-stock company called Helseplattformen AS, owned by the regional health organisation (Helse Midt-Norge) and municipalities in Central Norway (Midt-Norge).
Epic Systems was awarded the contract to deliver the EHR solution. All publicly owned hospitals and municipal enterprises that provide health services in Central Norway are customers of Helseplattformen.
More than 200 subject experts recruited from hospitals, municipalities and family doctor offices are in the process of configuring and adapting the solution to Norwegian conditions. The preparation, specification and development phases of the project are complete, and it is now in the roll-out phase. After an extensive testing, optimisation and training period, the first players put the solution into use on April 30, and new waves of implementation come every six months.
When adapting the solution to local conditions, the Contracting Authority needs access to resources with deep expertise with the EHR solution. The Contracting Authority aims to meet this need by procuring resources with such expertise by entering into a framework agreement.
