Arklow Bank Wind Park Phase 2 — Offshore WTG Substructure FEED and Detailed Design

The employer has developed a substructure design under a separate concept design scope. this progressed substructure concept is a monopile (with transition piece) and this concept shall provide the basis for commencing the FEED scope of works.

The Consultant shall perform all FEED activities included within the main scope of work and the employer’s technical requirements, both of which shall be issued as part of the Invitation to Tender (ITT) stage.

The Consultant shall be responsible for the maintenance and regular issue of their design management documents, including regular substructure weight report updates, a design decision log and designer’s risk assessments. These documents shall be maintained throughout the scope and shall be updated for relevant decision actions and interfaces with third parties and updated site information.

The final substructure designs shall be certified by an independent certification body appointed by the employer. To this end, the FEED and detailed design deliverables shall be provided to the certification body for their review and comment with sufficient time to enable certification to be completed prior to fabrication activities. The certification body will have been appointed during FEED and shall continue to provide certification services up to the completion of detailed design.

The consultant shall undertake the design taking full cognisance of the safety, health and welfare at work (Construction) Regulations (2013) and shall demonstrate risks have been reduced to as low as reasonably practical. As part of this process the consultant shall participate in HAZID workshops managed either by the employer or on behalf of the employer by a third-party risk consultant. The consultant shall provide support to close out the HAZID actions related to the substructure design.
