The framework agreement is for the hire of construction services (contractor work), transport and procurement of masses in areas that the contracting authority is unable to cover with its in-house machinery and employees.

The contract is primarily for the technical operations and development departments, but it could also be used within other culture and social departments (engineering).

The Technical department is planning a separate agreement for the hire of construction machines without operators. In such case, there may be some overlap if the chosen contractor of this tender contest can provide such service. 

The agreement applies to both small and large assignments / projects, regarding general excavation assignments, construction work, road, water and sewage systems. The agreement also applies to urgent assignments in case of acute operational problems on the HVAC and sanitation network. The assignments can vary in scope ranging from hiring individual machines to execution of reconstruction work.

There is no upper financial limit regarding the scope of projects that can be included. The contracting authority will assess this based on needs, suitability and the total scope of the framework agreement.
