EU tender for collection, transport, recovery + disposal with container provision

of HAZARDOUS WASTE (LOT 1) of TUM + infectious HAZARDOUS WASTE (LOT 2) + VACUUM TRUCK (LOT 3), Campus GARCHING + Campus MUNICH

General data and information for LOTS 1-3

The Technical University of Munich (TUM or TU Munich) is the only technical university in Bavaria. With approximately 48,000 students, it is the second largest technical university in Germany (TU 9). Its headquarters are in Munich.

The TUM Technical University of Munich has three main campuses and several other locations: the main campus in downtown Munich, the research campus in Garching and the Science Center for Nutrition, Land Use and Environment in Freising-Weihenstephan.

TUM processes, recycles and disposes of its waste on the basis of the Act to Promote the Circular Economy and Ensure the Environmentally Sound Management of Waste (Kreislaufwirtschaftsgesetz - KrWG) and the Bavarian Waste Act (BayAbfG).

In this case, all waste generated on the entire TUM area is collected and transported in accordance with the law and, if possible, fed into a system for material or energy recycling on the legal basis.

The advertised services will be re-awarded by TUM for the GARCHING + MÜNCHEN location and other associated TUM locations according to the tender documents as of 01.11.2023.

As part of the tender, hazardous waste is available at TUM Garching + Munich

a. the collection, transport of hazardous waste to the disposal and recovery facility (Lots 1 to 3).

b. with service, i.e. operational management of the hazardous waste collection points on the TUM Campus GARCHING + MUNICH. (Lot 1)

c. Operation of collection points for hazardous waste in Lot 1

d. Provision and rental of waste containers according to the container directory of TUM Garching + Munich (Lot 1)

e. However, the entrepreneur must ensure that he can make the designated containers available to TUM in any case if the quantities of hazardous waste required (Lot 1 + 2)

At the start of the order, new containers must be used, each of the same design and installed at the respective locations, i.e. the technical designs and uniform stickers in accordance with the specifications of the ADR (Lot 1).

In the case of technical equipment, proof of the availability of:

- For the proper and environmentally friendly transport of the waste according to detailed information or proof of the vehicles used, including the drive and pollutant class (at least Euro standard 6 by 31 OCTOBER 2026 at the latest) according to the following logistics concept:

As part of the implementation of the "Clean Vehicle Procurement Act", the following binding logistical implementation concept exists:

Phase 1: From the start of the contract until 31.10.2026 at the latest, with the

Lot 1 + 2 Use of hazardous waste vehicles with at least Euro standard 6 propulsion

Use of hazardous waste vehicles with alternative forms of propulsion with

E-drive, hydrogen drive or eFuel drive with matrix dotting.

Phase 2: From 01.11.2026 at the latest, hazardous waste vehicle with alternative drive

Lot 1 + 2 (electric drive or hydrogen drive or at this time as

recognized alternative propulsion concept (e.g. eFuels, etc.))

Due to the market-specific conditions, TUM accepts the use of a vacuum truck with at least Euro Standard 6 for the entire contract period of a maximum of 5 years for Lot 3. However, if the bidder provides proof of a suction truck with an alternative drive during the basic contract period, this will be evaluated with positive points in the award matrix (see matrix).

The award criteria are based on the following evaluation matrix (shown in abbreviated form):

LOT 1 "Hazardous waste" - max. 160 points

- Price (max. 100 points)

- Distance from TUM to the permanent establishment (max. 10 points)

- Distance from TUM to the special/interim storage facility (max. 10 points)

- Complaint management (max. 10 points)

- Qualification (max. 5 points)

- Social aspect (max. 5 points)

- Sustainability measures (max. 10 points)

- Use of alternative drives (max. 10 points)

LOT 2 "Infectious waste"

The award criteria are based on the following evaluation matrix (shown in abbreviated form):

LOT 2 "Infectious waste" - max. 150 points

- Price (max. 100 points)

- Distance from TUM to the permanent establishment (max. 10 points)

- Complaint management (max. 10 points)

- Qualification (max. 5 points)

- Social aspect (max. 5 points)

- Sustainability measures (max. 10 points)

- Use of alternative drives (max. 10 points)
