According to the Province Act (2019:60) on the Organisation of Public Transport Services, the Government of Åland has a responsibility to determine the scope and level of service in public transport for which the Government has decided on public service obligations. Based on this responsibility, the contracting authority invites tenders for public transport for the urban area Mariehamn-Jomala, as well as regional traffic Mariehamn - Järsö.

The total estimated value of the procurement is estimated at €10,300,000 excluding VAT, calculated for the entire contract period including option years but excluding options. The estimated value of all optional options is €6,800,000, if all option years are exercised.  The value of the procurement exceeds the EU threshold of €431,000. The procurement is governed by the Act on Procurement and Concessions in the Water, Energy, Transport and Postal Services (FFS 1398/2016) sectors, which becomes applicable to Åland through the Province Act (2017:80) on the application of national laws on public procurement to Åland.
