Need: Need The Culture Area, within the scope of its competences, programs cultural activities of various kinds, which have lighting, sound and / or infrastructure needs, such as the White Night, the concert series Nights of Gibralfaro, some of the concerts of the Municipal Band of Music and even other acts on public roads. Normally, all these events are held outdoors and even at night, so the needs of the supply are fully justified. The Culture Area lacks the technical and material means to directly assume these tasks, so it is forced to contract these supplies with specialized companies. Competence: Law 5/2010, of June 11, on local autonomy of Andalusia, includes in its article 9.17.a) that it is the competence of the Andalusian municipalities the planning and management of cultural activities and promotion of culture, since said article includes verbatim that "The organization and promotion of all types of cultural activities and the promotion of artistic creation and production, as well as cultural industries." It is also worth mentioning article 25.2 m) of LRBRL 7/1985, which establishes as the competence of the municipality, the promotion of culture and cultural facilities. Suitability: This contract includes all the elements and resources, both material and human, that are necessary for the provision of the supply object of the contract, so that the suitability of the same is duly accredited.
