The client intends to offer its employees covered by collective bargaining agreements e-company bike leasing through deferred compensation. This is based on the collective agreement on deferred compensation for the purpose of leasing bicycles in the municipal public sector (TV bicycle leasing).
The subject of the tender is therefore a framework agreement on the provision of e-bicycles by way of leasing (partial amortization leasing) in accordance with TV bicycle leasing for the purpose of leasing them to employees covered by collective bargaining agreements for business and private use, including insurance, training and services (in particular handling of ordering, return and claims processing processes, maintenance, repair and replacement, incident management and provision of a online portal).
The municipality of Ostseebad Heringsdorf intends to provide authorized employees with e-company bicycles (including pedelecs) for business and private use as part of a company bike leasing model. The intention is to conclude a framework agreement on the supply of e-company bikes as leasing and the associated handling processes and services. The contractor is responsible for the complete provision of services. He ensures that the e-company bike leasing model offered is in accordance with the legal provisions and tax regulations and can be carried out in accordance with the purpose. The use of the offer to use the e-company bike is voluntary for the staff. Therefore, there are no purchase obligations. The framework contract period is 48 months from the award of the contract. The term of the individual leasing contracts is 36 months. Employees are required to make use of e-company bike leasing during the first 12 months of the framework contract period.
The framework agreement does not give rise to any claim on the part of the contractor to call off a certain annual quantity. A minimum purchase quantity is not agreed. The estimated purchase quantity is 50 bicycles. There is a binding maximum purchase limit of 65 bicycles.
