The City of Espoo, Espoo Asunnot Oy, Espoo Catering, Omnia and Western Uusimaa Welfare Area (later also also Subscriber) are requesting offers for language translation services (later also translation services).

On the basis of competition, a framework arrangement by subdivision shall be formed as follows:

1. English language translations

2. Swedish translations

3. Estonian, Russian, Somali, Chinese (Mandarin), Arabic, Kurdish (Soran) and Dari translations

The need for translation services to be acquired concerns such as administrative documents, service communications, international communications, marketing and tourism communications in the English language and in various immigrant languages. Translations into Swedish are ordered when the city's own internal translation services resources are not enough. The bidder may bid for one or more subdivisions. Subbids within the subdivision are not allowed.

The customer may also order translations of languages other than those involved in this tender, if necessary, from the service providers. In this case, the customer selects the service provider's framework plan through internal mini-competition for all service providers in all aspects.

The customer can also order a translation made and confirmed by a separately authorised translator from the service provider, if necessary. In this case, the choice of the service provider will be made by means of a streamlined tendering procedure within the framework agreement for all service providers in all areas.

If necessary, the customer can also order other language translation services from service providers, such as consulting, proofing, transcription and decoding of text on tape. In this case, the choice of the service provider will be made by means of a streamlined tendering procedure within the framework agreement for all service providers in all areas.

The bidder may bid for one or more subdivisions.

The acquisition will be carried out as a procurement tyre in which the City of Espoo is the responsible operator. The City of Espoo takes a procurement decision on behalf of Espoo Asunnot Oy, Espoo Catering, the Espoo region's educational group Omnia and the Western Uusimaa welfare region. Each Group Community and Western Uusimaa Welfare Region shall conclude an agreement with the service providers selected on the basis of competition with the City of Espoo's agreement on language translation services.

The city of Espoo has estimated a four-year value of €1728000. Espoo Asunnot Oy has estimated a four-year value of EUR 80000. Espoo Catering estimated the four-year value at EUR 72000. Omnia, the Espoo region's education group, has estimated the value of four years to be EUR 120000. The Western Uusimaa Welfare Area has estimated a four-year value of €1500000.

English translations refer to translations from Finnish to English and English to Finnish. Mainly translations are from Finnish to English. On the basis of competition, a framework arrangement is intended to be formed.

In sub-area 1, 3 (three) service providers and one deputy supplier will be selected. The Agreement is scheduled to commence on 1 November 2022, however, so that the Agreement does not enter into force until the time of signature. The agreement is fixed-term for the period from 1 November 2022 to 31 October 2026.

Swedish translations refer to translations from Finnish to Swedish and from Swedish to Finnish. The translations are mainly from Finnish to Swedish. On the basis of the tendering procedure, a framework agreement is to be established.

In Section 2, 3 (three) service providers and one deputy supplier will be selected. The Agreement is scheduled to commence on 1 November 2022, however, so that the Agreement does not enter into force until the time of signature. The agreement is fixed-term for the period from 1 November 2022 to 31 October 2026.

The bidder shall provide translation services for the Estonian, Russian, Somali, Chinese (Mandarin), Arabic, Kurdish (Soran) and Dar languages in Subdi 3. Sub-offers within the sub-area are not allowed.

On the basis of the tendering procedure, a framework agreement is to be established. For component 3, 3 (three) service providers and one deputy supplier will be selected. The Agreement is scheduled to commence on 1 November 2022, however, so that the Agreement does not enter into force until the time of signature.
